, � ` �/V / . <br /> . . � Q� �, <br /> �: <br /> � �0���� <br /> ���� ��Q <br /> ORDINANCE NO. 2009-15 � <br /> ORDIN <br /> ANCE AMENDING CITY CODE <br /> - CHAPTER 6 - <br /> - RESPONSIBLE BIDDER - <br /> WHEREAS, the City of Decatur prepares specifications, advertises and awards bids for ' <br /> various public works projects; and, ' <br /> WHEREAS, the City of Decatur desires to award the contracts for the construction of I <br /> such public works projects to the lowest responsible bidder, in accordance with its status as a <br /> home rule City operating as such under the terms and authority of the Illinois Constitution and in <br /> accordance with applicable Illinois law; and, <br /> WHEREAS, the City of Decatur desires to adopt ordinances and follow practices and <br /> procedures designed to ensure, to the extent possible, that it, and those with whom it contracts, <br /> do corrzply with applicable local, state and federal statutes and to provide apprenticeship and <br /> training programs. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY <br /> OF DECATiJR, ILLINOIS: <br /> Section l. That Chapter 6 of the City Code of the City of Decatur be, and the same is <br /> hereby, modified and amended, by adding Section 14 thereto with the following language: <br /> 14. RESPONSIBLE BIDDER. <br /> A. That all contractors submitting bids and/or contracts with the City of <br /> Decatur for public works projects over the amount of Twenty-Five Thousand Dollars <br /> ($25,000) shall be responsible bidders and contractors. <br /> B. That for purposes of this Section 14, the following definitions <br /> shall apply: <br />
