Public Works Projects means all fixed works constructed by any <br /> public body, whether or not done under public supervision or <br /> direction, or paid for wholly or in part out of public funds but not <br /> including residential construction or rehabilitation projects; <br /> ii. A responsible bidder means a bidder who meets all of the following <br /> applicable criteria: <br /> a. Meets all the specifications of the bid documents as prepared <br /> by the City of Decatur. <br /> b. Is in compliance with all applicable Local, State and <br /> Federal laws. <br /> c. Participates in apprenticeship and training programs <br /> approved and applicable to the work to be performed <br /> on the project which are registered with the United <br /> States Department of Labor's Bureau of Apprenticeship <br /> and Training, or its successor organization. <br /> C. That the City Council shall reject any bid and disqualify any bidder <br /> who does not meet the requirements of this Section. <br /> Section 2.
