Excerpts from Plan Commission Minutes of March 5,2009 <br /> Cal.No. 09-12 Petition of ST. MARY'S HOSPITAL, to amend the <br /> PD Planned Development located at 1800 EAST <br /> LAKE SHORE DRIVE for an expansion of the <br /> emergency department, lobby, admitting and <br /> parking lot. <br /> Ms. Suzy Stickle was sworn in by Mrs. Poland. <br /> Ms. Stickle presented the recommendation of staff: <br /> The approximately 33 acre subject site currently contains St. Mary's Hospital, Medical Offices, <br /> and parking lots. <br /> In 2002, the subject site was rezoned from R-3 Single Family Residence District and O-1 Office <br /> District to an O-1 PUD Planned Unit Development District for a new office building and <br /> additional parking. It was then rezoned to a Planned Development (PD) in 2003 when the <br /> hospital acquired more property and requested to add more signage. The PD was then amended <br /> in 2007 to allow for emergency room directional signage on the property. The latest amendment <br /> occurred in September of 2008 to allow for additional acreage to be added to the west, a new <br /> sign and 245 new parking spaces. <br /> The subject petition requests that the PD be amended to allow for the expansion of the <br /> emergency department, admitting and lobby areas as well as additional parking spaces. <br /> The expansion will stand two (2) stories and approximately 23.5 feet tall. The elevator tower <br /> will stand 99 feet tall so that, a future building expansion may be constructed that will allow for a <br /> total of seven (7) stories standing approximately 80 feet tall. The possible future expansion is <br /> equal to the existing seven(7) stories of the current structure. <br /> The Planned Development expansion will allow St. Mary's to expand its health care environment <br /> to improve operational efficiency, as well as allow for the integration with existing facility <br /> support services. This project will clearly define patient arrival points, specifically the <br /> Emergency Department entrance and the Main Hospital entrance. <br /> The proposed amendment to the PD is consistent with the character of the surrounding <br /> neighborhood and general area and the intent of the original PD and the Comprehensive Plan. <br /> Staff recommends approval of the amendment to the PD with the following conditions: <br /> 1. Final site, landscaping, and lighting plans shall be reviewed and approved by the <br /> Economic and Urban Development Department, Departrrient of Engineering and <br /> Infrastructure and the Fire Department prior to building permits being issued. <br /> According to section XIX.G.2 of the Zoning Ordinance the Plan Commission shall review the <br /> application at a public hearing and will make findings concerning the consistency of the <br /> application with the Comprehensive Plan, the Zoning Ordinance and other land development <br /> regulations. Based on the findings, the Plan Commission will make a recommendation to the <br /> City Council. A motion to forward Calendar Number 09-12 to the City Council with a <br /> recommendation for approval is suggested. <br />
