Excerpts from Plan Commission Minutes of February 5,2009 continued: <br /> a. Final plat, site plans and construction plans shall be submitted to and approved by the <br /> Economic and Urban Development Department and the Department of Engineering and <br /> Infrastructure prior to the issuance of a building permit. <br /> Section XIX.G.2. of the City of Decatur Zoning Ordinance requires the Plan Commission to hold <br /> a public hearing to review the PD plan and report its findings concerning the effect on the <br /> comprehensive plan and compliance with the standards of review to the City Council. A motion <br /> to forward Calendar Number 09-06 to the City Council with a recommendation for approval is <br /> suggested. <br /> Mr. Phil Cochran, representative, was sworn in by Mrs. Poland. <br /> Mr. Cochran stated in late 2005 and 2006 he went before the Plan Commission with Mueller <br /> Heights subdivision which consisted of nineteen (19) lots. The subdivision was approved by the <br /> Plan Commission and City Council. Since August 2006 Mr. Mueller has been actively <br /> marketing this property for a single family subdivision without success. <br /> Mr. Cochran said many years ago this property was part of the Mueller Company. The property <br /> then went into the hands of Millikin University. When Millikin no longer used the property the <br /> Mueller family was given the first right of refusal to develop it. Mr. John Scot Mueller <br /> purchased the property so it could be developed in some distinctive way for his family and the <br /> City of Decatur. <br /> Mr. Cochran stated there will be a mixed use of the property with single family units and two <br /> family residential units. The homes would sell between the $300,000 to $400,000 range. All <br /> landscaping and utilities are in place with the exception of six (6) to eight (8) water and sewer <br /> services to bring the lots up to City Code. <br /> There were no questions and no objectors present. <br /> It was moved and seconded (Peck/Anderson) to forward Cal. No. 09-06 to the City Council with ' <br /> recommendation for approval as presented by staff. Motion carried unanimously. <br /> ��I <br />
