SECTION XX. SPECIAL DISTRICTS <br /> A. OVERLAY DISTRICTS <br /> The following overla}- districts may be applied in addition to and over the zoning eaisting <br /> at the time the overlay district was approved. All uses within any overlay district are <br /> subject to the use, height and area requirements of the underlying zoning district, as well <br /> as all other requirements of this Ordinance, except as modified by the requirements of the <br /> overlay district. <br /> B. PROCESS <br /> The process for including property within an overlay district shall be the same as for <br /> rezoning, as enumerated in Section X?iIX, except as provided in this Section. <br /> C. I-OL INSTITUTIONAL OVERLAY DISTRICT <br /> 1. Intent <br /> The intent of the I-OL Institutional Overlay District is to provide standards for <br /> regional and community-wide institutions that serve the general good of the public, <br /> such as hospitals, colleges and universities. The I-OL District is designed to meet the <br /> special needs of these uses while providing safeguards to the surrounding <br /> neighborhoods. <br /> 2. District Boundaries <br /> a. The I-OL District may extend beyond the current boundaries of an <br /> institutional campus to include future expansion areas. <br /> b. At the time of application, the institution seeking establislunent of an I-OL <br /> Institutional Overlay District must provide (in addition to the required <br /> submittals for rezoning, as outlined in Section XXIX) the following: <br /> i. a map depicting the boundaries of the I-OL District, with a legal <br /> description of the saine; <br /> ii. justification of the proposed boundaries. This may take the form of a <br /> master plan, site plan or projections of future land use needs. <br /> c. The boundaries may be amended via the same process as used to establish the <br /> initial overlay district. <br /> 3. Permitted Uses. <br /> a. The following uses may be located within the Institutional Overlay District: <br /> i. Hospitals, clinics; laboratories, medical offices, family residentia] care <br /> facilities and intermediate and ]ong-term care facilities, surface parking <br /> and other parking facilities, located upon an integrated and contiguous <br /> health-care campus, including any accessory uses and buildings clearly <br /> accessory and ancillary to the health care institution.
