t <br /> Excerpts from Plan Commission Minutes of January 8,2009 conti�ued: <br /> The electronic message unit signs will allow the hospital to provide information to the public <br /> pertaining to the hospital campus facilities as well as provide community announcements. <br /> The request is to place an Electronic Message Unit sign at each of the four (4) main entry points so <br /> that hospital clients and visitors may better navigate within the campus. There are currently four (4) <br /> freestanding standing signs where the proposed Electronic Message Unit signs will be located. This <br /> proposed signage will help to reduce the time for clients to receive much needed medical attention. <br /> The Electronic Message Units will be able to communicate if there is any construction which may <br /> otherwise hinder the movement of clients and visitors on campus. <br /> The City Council recently approved an amendment to the sign ordinance which would allow for this <br /> type of signage however, the Overlay District has certain restrictions concerning EMU's. The <br />' amendment to the Overla District to allow these si ns is consistent with the intent of Section XXV <br /> Y g <br />' (Signage) of the Zoning Ordinance. <br /> Staff recommends approval of the proposed amended Institutional Overlay District with the <br /> following requirements: <br /> a. The sign permits that include the reuse or removal of�he existing freestanding signs <br /> on the four corners must be submitted and approved prior to installation. <br /> Section XXIX.G. of the Zoning Ordinance (Ordinance #3512 as amended) requires the Plan <br /> Commission to hold a public hearing and make a recommendation to the City Council on <br /> amendments to the Zoning Ordinance. A motion to forward Calendar Number 09-01 to City <br /> Council with a recommendation of approval is suggested. <br /> Mr. Steve John stated it seems the Electronic Message Units (EMUs) are increasing in popularity <br /> and asked if any complaints had been made from the adjacent residential areas. Mrs. Stewart said <br /> they have not received any complaints. Ms. Suzy Stickle stated if the Electronic Message Units are <br /> in a residential district they are turned off from 11:00 p.m. to 6:00 a.m. <br /> Ms. Jackie Bullard asked if the EMUs in residential areas are allowed to be twenty-five (25) feet <br /> tall. Ms. Stickle said not in a residential district. <br /> Mr. Phil Cochran, representative, was sworn in by Mrs. Poland. <br /> Mr. Cochran stated the sign technology has changed and the hospital feels the message units will be <br /> a service to the community. The four (4) main entry points to the hospital are at Main and <br /> McKinley, Main and Kenwood, Monroe and Hay, and Monroe and McKinley. There are presently <br /> four (4) large signs at these corners. This request will allow those signs to be removed and replaced <br /> with up to a twenty-five (25) foot tall sign with fifty (50) square feet being an Electronic Message <br /> Unit and fifty (50) square feet being an identification sign. <br /> Mr. John Mickler stated a few years ago Millikin was looking to put up a sign for the Kirkland Fine <br /> Arts Center and ran into some problems with the State about it being on a State Route. He <br /> wondered if this pertained to this case with Route 51. Mr. Greg Crowe said he has not heard <br /> anything for the on-site Electronic Message Units. He stated that with billboards and off-premise <br /> message units you must obtain permits through the State. ' <br /> There were no objectors present.
