' . <br /> Excerpts from Plan Commission Minutes of January 8,2009 <br /> Cal.No. 09-01 Petition of DECATU� MEMORIAL HEALTH <br /> FOiJNDATION, 2300 North Edward Street to amend <br /> the Institutional Overlay District (I-OL) according to <br /> the City of Decatur Zoning Ordinance (Ord. #3512, <br /> Section XX.C., as amended) <br /> Mrs. Joselyn Stewart was sworn in by Mrs. Janet Poland. <br /> Mrs. Stewart presented the recommendation of staf£ <br /> The Institutional Overlay (I-OL) District was created in December 2004. It is a tool to provide <br /> standards for expansion of community institutions that serve the public. The I-OL is designed to <br /> meet the needs of the institution while providing safeguards to the surrounding neighborhoods. <br /> Containing approximately 94.5 acres, the district is located between North Main Street and North <br />' Church Street on the east; North Monroe Street on the west; Keller Lane, Hay Street and Harrison <br /> Avenue on the south; and Damon Street and McKinley Avenue on the north. This is the area of <br /> projected growth for Decatur Memorial Health Foundation. <br /> The following are amendments to Section XX.C.8. of the Zoning Ordinance that the hospital is <br /> requesting to meet their future needs: , <br /> Amend Section XX.C.8.a.vi. by deleting: I <br /> An electronic message unit measuring not more than 31 square feet in area shall be <br /> permitted at the southwest corner of McKinley Avenue and North Main Street; such <br /> message unit shall only be permitted on the North face of the sign. Such sign shall <br /> be constructed and installed as illustrated in Exhibit "B" attached hereto and hereby <br /> made a part hereof. <br /> Amend Section XX.C.8.a.vi. by adding: <br /> Four(4) Electronic Message Unit signs shall be permitted. The four(4)permitted locations <br /> are as follows: <br /> 1. The Southwest corner of the intersection of North Main Street and West <br /> McKinley Avenue. <br /> 2. The Northwest corner of the intersection of North Main Street and West Kenwood <br /> Avenue. <br /> 3. The Southeast corner of the intersection of West McKin�ey Avenue and North <br /> Monroe Street. <br /> 4. The Northeast corner of the previously vacated West Hay Street and North Monroe <br /> Street. <br /> The four(4)permitted Electronic Message Unit signs shall not exceed 25 feet in height and <br /> shall not exceed 100 square feet in area. The Electronic Message Unit portion of the sign <br /> shall not exceed 50 square feet in area. The Electronic Message Unit shall be dimmed to 50 <br /> percent between the hours of 10:00 p.m. and 6:00 a.m. <br /> The proposed amendment to the Institutional Overlay District is in compliance with the intent of <br /> Section XX of the Zoning Ordinance. <br />
