Stewart, Transportation PlannerC��� <br /> SUBJECT: Amendment to the Institutional Overlay District in the DMH Campus <br /> Area <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the amendment <br /> with the following condition: The sign permits that include the reuse or removal of the <br /> existing freestanding signs on the four corners must be submitted and approved prior to <br /> installation. The City Plan Commission voted 7-0 to recommend approval of this petition <br /> at the January 8, 2009 meeting; the minutes of the meeting are attached. <br /> The proposed amendment to the Institutional Overlay District is in compliance with the <br /> intent of Section XX of the Zoning Ordinance. The electronic message unit signs will <br /> allow the hospital to provide information to the public pertaining to the hospital campus <br /> facilities as well as provide community announcements. <br /> BACKGROUND: The Institutional Overlay (I-OL) District was created in December <br /> 2004. It is a tool to provide standards for expansion of community institutions that serve <br /> the public. The I-OL is designed to meet the needs of the institution while providing <br /> safeguards to the surrounding neighborhoods. <br /> Containing approximately 94.5 acres, the district is located between North Main Street <br /> and North Church Street on the east; North Monroe Street on the west; Keller Lane, Hay <br /> Street and Harrison Avenue on the south; and Damon Street and McKinley Avenue on <br /> the north. This is the area of projected growth for Decatur Memorial Health Foundation. <br /> The following are amendments to Section XX.C.8. of the Zoning Ordinance that the <br /> hospital is requesting to meet their future needs: <br /> Amend Section XX.C.8.a.vi. by deleting: <br /> An electronic message unit measuring not more than 31 square feet in area <br /> shall be permitted at the southwest corner of McKinley Avenue and North <br /> Main Street; such message unit shall only be permitted on the North face <br />
