M�Nu'rEs of a regular public meeting of the Council of the City of the City of Decatur, Macon County, Illinois, held at the City Hall, One Gary K. Anderson Plaza, Decatur, Illinois, in said City at 5:30 o'clock P.M., on the lSth day of December, 2008. * * * The meeting was called to order by the Mayor, and upon the roll being called, Michael Carrigan, the Mayor, and the following Councilmen were physically present at said location: Councilmen Dan Caulkins, Shad L. Edwards, Larry W. Foster, Patrick S. Laegeler, and Mike McElroy. The following Councilmen were allowed by a majority of the members of the Council of the City in accordance with and to the extent allowed by rules adopted by the Council of the City to attend the meeting by video or audio conference: None No Councilman was not permitted to attend the meeting by video or audio conference. The following Councilmen were absent and did not participate in the meeting in any manner or to any extent whatsoever: Councilwoman Betsy Stockard was absent at roll call The Mayor announced that the next item of business before the Council of the City was the consideration of an ordinance amending an ordinance adopted by the Council of the City on October 2, 2006, authorizing the issuance of a taxable general obligation line of credit note of the City.
