: <br /> Excerpts from Plan Commission Minutes of November 6,2008 <br /> Cal.No. 08-58 Petition of HERITAGE ' BEHAVIORIAL HEALTH <br /> CENTER, INC. to amend the R-6 PUD Multiple Dwelling <br /> District Planned Unit Development located at 3597 NORTH <br /> CHARLES STREET. <br /> Mrs. Joselyn Stewart was sworn in by Mrs.Janet Poland. <br /> Mrs. Stewart presented the recommendation of staff: <br /> The subject site is currently developed as Heritage Behavioral Health Center, Ina The property is located at <br /> 3597 North Charles Street. <br /> The R-6 Planned Unit Development was approved by the City Council on April 15, 2002. At that time the <br /> petitioner proposed to construct Heritage Fields, an affordable housing development for individuals with <br /> developmental disabilities. The completed development was to house up to 46 adults. <br /> Heritage Behavioral Health undertook the development in three (3) phases. The first phase was to develop <br /> an apartment complex consisting of eighteen, one(1)bedroom units and one(1),two(2)bedroom unit. <br /> The second phase was to be the development of a ten-bed group home. The third phase was to be the <br /> development of a second 19-unit apartment complex. The first and third phases have been completed but the <br /> second phase was never completed. <br /> The petitioner proposes to amend the approved R-6 PUD to allow the modification of the building and <br /> parking for the proposed Woodford Homes Apartment in place of Heritage Fields Phase II. <br /> The petitioner has proposed the development of an apartment building (10,100 S.F.) with 12 one-bedroom <br /> apartments instead of the 10-bed group home. The proposed Woodford Homes Apartments would be for the <br /> use of Adult Clients of Heritage Behavioral Health. <br /> The only access to this site is from Charles Street,there will be no direct access from Running Reds Drive. <br /> Staff believes that the proposed development is compatible with the surrounding area and will have a <br /> positive impact on the area in general. The plan is consistent with the comprehensive plan for high density <br /> residential use and the intent of the original R-6 PUD. <br /> Adequate landscaping is proposed for the frontage and parking. <br /> City water and sewers will be provided to the development. ' <br /> No additional signs have been proposed for the development. , <br /> The R-6 PUD amendment has been reviewed by the City's Technical I�eview Committee; Planning, I <br /> Engineering and Fire have approved the proposed plan. 'I <br /> Based on the analysis, the proposed Planned Unit Development amendment �s consistent with the intent of <br /> the ariginal R-6 PUD. Staff recommends approval of the petition with the following conditions: <br /> a. The Department of Engineering and Infrastructure will require a signed Drainage Covenant to be on <br /> file prior to Final Site Plans being approved. <br /> b. Final site, landscaping and lighting plans shall be submitted to and approved by the Economic and <br /> Urban Development Department, the Department of Engineering and Infrastructure and the Fire <br /> Department prior to building permits being released. <br /> Section XIX.G.2. of the City of Decatur Zoning Ordinance requires the Plan Commission to hold a public <br /> hearing to review the Planned Unit Development plan and report its findings concerning the effect on the <br /> comprehensive plan and compliance with the standards of review to the City Council. A motion to forward <br /> Calendar Number 08-58 to the City Council with a recommendation for approval is suggested. <br />
