McCrady, City Managerr' <br /> Jerry Bauer, Assistant City Manager� <br /> SUBJECT: 2006 AFSCME Contract <br /> SUMMARY RECOMMENDATION: Staff recommends that City Council approve the <br /> attached ordinance regarding the 2006-2011 AFSCME labor agreement with the City of <br /> Decatur. <br /> BACKGROUND: AFSCME's labor agreement with the City expired on April 30, 2006. <br /> Since that time, the parties have been in negotiation for a successor agreement. A <br /> tentative agreement for a five year contract was reached on October 7, 2008, and <br /> subsequently ratified by the AFSCME Local 268 membership. <br /> Terms of the contract include annual across-the-board wage increases of 5%, 4%, 4%, <br /> 4%, and 3%; a $300 annual premium in pay for Water Distribution employees holding <br /> an operator's Class D license; migration to the three tier health insurance plan in May of <br /> 2008; employee health insurance contributions identical to those of the Police contract <br /> from November 1, 2008 through the remainder of the contract term; the opportunity to <br /> opt out of the City's health insurance program if otherwise covered; $20,000 in life <br /> insurance coverage for employees; and assorted changes in language regarding comp <br /> time payout, timing in the issuance of disciplinary action, and leave for military service. <br /> POTENTIAL OBJECTIONS: There are no known objections to this agreement. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF REFERENCE: Questions regarding the agreement should be directed to Jerry <br /> Bauer, Assistant City Manager, at 424-2801 or jbauer _decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: This is a five year agreement that will expire April 30, <br /> 2011.
