MARY'S HOSPITAL to rezone <br /> property located at 1800 EAST LAKE SHORE <br /> DRIVE from R-3 Single Family Residence District to <br /> PD Planned Development District. <br /> Cal. No. 08-48 Petition of ST. MARY'S HOSPITAL to amend the PD <br /> Planned Development located at 1800 EAST LAKE <br />' SHORE DRIVE. <br /> Ms. Stephanie Ashe was sworn in by Mrs. Janet Poland. <br /> Ms. Ashe presented the recommendation of staff: �I , <br /> The petitioner is requesting to vacate the public right-of-way of th 1600 Blocks of Riverside ' <br /> Avenue and Buena Vista Avenue. The right-of-ways are adjacent to t e petitioner's property. The '�, <br /> vacation will enable the petitioner to expand the Hospital's parking lot. The petitioner also requests � <br /> to rezone property located at 1800 East Lake Shore Drive from R 3 Single Family Residence <br /> District to a PD Planned Development District to allow for addidional parking and a future <br /> expansion to the health care facility. Additionally, the petitioner requests that the PD be amended to <br /> include the addition of 4.16 acres to the west, a new sign on premise, 245 new parking spaces, and a <br /> future expansion to the current facility building. <br /> Letters were sent to AmerenIP, Comcast Communications, and AT&T notifying the utility <br /> companies of the vacation request and no objections to the proposed right-of-way vacation have <br /> been expressed. Because there is only one (1) licensed commercial appraiser in the City of Decatur, <br /> only one (1) appraisal was conducted on the property. The proposed vacation properties have an <br /> estimated market value of$15,000 which will be paid to the City. <br /> The formal vacation of this right-of-way will not have an adverse affe � on the general public. The <br /> right-of-way is not necessary to serve the general public. Staff is f the opinion that the best <br /> interests of the City of Decatur would be served by approving the right- f-way vacation. <br /> In 2002, the subject site was rezoned from R-3 Single Family Resid nce District and O-1 Office <br /> District to an O-1 PUD Planned Unit Development District for a new ffice building and additional <br /> parking. It was then rezoned to a Planned Development (PD) in 200 when the hospital acquired <br /> more property and requested to add more signage. The PD was then ended in 2007 to allow for <br /> emergency room directional signage on the property. <br /> The proposed new sign has already been installed and the petitioner w 11 be required to pay double <br /> permit fees. The sign is six (6) feet tall with an area of 40 square feet( ur(4) foot by ten(10) foot) <br /> and is located 52 feet from the south property line and 259 feet from the southeast corner of the <br /> cancer Care Center. <br /> The Planned Development rezoning and PD amendment will allow St. Mary's to expand its health <br /> care environment which fosters patient focused care, provides family and visitor support, enhances <br /> staff work areas to improve operational efficiency, as well as allow for the integration with existing <br /> facility support services. <br />
