Excerpts from Plan Commission Minutes of September 4, 2008 continued: <br /> The proposed rezoning and PD amendment will allow for the petitioner to enhance the visual image <br /> of the hospital by creating a new brand image for the Emergency Department and to increase patient <br /> convenience to Outpatient Services. This project will clearly d�fine patient arrival points, <br /> specifically the Emergency Department entrance and the Main Hospit 1 entrance. As the hospital <br /> continues to grow it becomes necessary for certain expansions. T e parking lot expansion is <br /> necessary for increased parking as well as to relocate some of the par ing that will be displaced by <br /> the future building expansion. This is a logical addition to the existing ampus. <br /> The proposed rezoning and amendment to the PD are consistent'�, with the character of the <br /> surrounding neighborhood and general area. The rezoning and PD arel consistent with the intent of <br /> the original PD and the Comprehensive Plan. <br /> Staff recommends approval of the right-of-way vacation. <br /> The Administrative Policy of the City of Decatur requires that property vacation requests be <br /> submitted to the Plan Commission for a public hearing. Although a Plan Commission <br /> recommendation is not required, a motion to forward the vacation request of Calendar Number 08- <br /> 46 to the City Council with a recommendation of approval is suggested. <br /> Staff recommends approval of the rezoning from R-3 Single Family Residence District to a PD <br /> Planned Development District. <br /> Section XXIX requires the Plan Commission to hold a public hearin on a rezoning request and <br /> forward its report and recommendation to the City Council for final ap roval. A motion to forward <br /> Calendar Number 08-47 to the City Council with a recommendation of pproval is suggested. <br /> Staff also recommends approval of the amendment to the PD with the f llowing conditions: <br /> • Call out property line dimensions. <br /> • Call out parking lot setback along southern property line. <br /> • Call out dimensions of parking lot length and width. <br /> • Provide correct legal description. I <br /> • Provide landscaping calculations for frontage points. <br /> • Final site, landscaping, and lighting plans shall be reviewed and approved by the Economic <br /> and Urban Development Department, Department of Engineering and Infrastructure and the <br /> Fire Department prior to building permits being issued. <br /> According to section XIX.G.2 of the Zoning Ordinance the Plan Commission shall review the <br /> application at a public hearing and will make findings concerning the aonsistency of the application <br /> with the Comprehensive Plan, the Zoning Ordinance and other 1 d development regulations. <br /> Based on the findings, the Plan Commission will make a recommend tion to the City Council. A <br /> motion to forward Calendar Number 08-48 to the City Council with a commendation for approval <br /> is suggested. <br /> Mr. Steve John asked if all of the adjacent lots next to the streets to b vacated were owned by St. <br /> Mary's Hospital. Ms. Ashe stated that was correct. <br /> Mr. Adam Cumbo, representative for St. Mary's Hospital, was sworn ir�by Mrs. Poland. <br />
