No. 08-38 Petition of DECATUR MEMORIAL HEALTH <br /> FOUNDATION, to rezo e from R-3 Single Family <br /> Residence District to O- Office District located at <br /> 255 WEST KENWOOD VENUE. <br /> Ms. Suzy Stickle was s sworn in by Mrs. Poland. <br /> Ms. Stickle presented the recommendation of staff: <br /> The subject site is located at 255 West Kenwood Avenue near the corne of North Union Street and <br /> West Kenwood Avenue and adjacent to a hospital parking lot located i an Office District Planned <br /> Unit Development. The subject property lies within the Institutional Ove lay District and is currently <br /> undeveloped. <br /> The petitioner proposes to rezone the lot from R-3 Single Family esidence District to O-1 <br /> Office District to allow for the expansion of an existing parking 1 t. The petitioner is also <br /> proposing to amend the current O-1 PUD in order to include this prop rty. <br /> Staff supports the proposed rezoning and believes that it is compatibl with the surrounding O-1 <br /> Office District and the R-3 Single Family Residence District. <br /> Staff supports the use of the subject site for an expansion of the cu ent parking lot as it will <br /> create a more practical configuration within the DMH campus. The s bject property is currently <br /> within the limits of the Overlay District which allows for the use of a arking lot. However, the <br /> front yard parking lot setback is 25 feet in the Overlay District and he O-1 PUD allows for a <br /> three (3) foot setback along West Kenwood Avenue. The petitio er proposes to make the <br /> parking lot expansion align with the current parking lot and there ore needs to rezone this <br /> property. <br /> The rezoning of this property is compatible with the intent of the C mprehensive Plan and the <br /> intent of the Institutional Overlay District. In staff's opinion the rezo ing of this property to O-1 <br /> Office District will not adversely affect the neighboring properties. <br /> Staff recommends approval of the rezoning. <br /> A motion to forward Calendar Number 08-38 to the City Council ith a recommendation for <br /> approval is suggested. <br /> Mr. Phil Cochran, representative, stated the first parking lot was const cted to the south in 2001 <br /> and expanded in 2002. This is just another expansion to the east. <br /> There were no questions and no obj ectors were present. <br /> It was moved and seconded (Anderson/Dunn) to forward Cal. No. 08- 8 to the City Council with <br /> recommendation for approval as presented by staff. Motion carried un nimously. <br />
