No. 08-29 Petition of FIRST C RISTIAN CHURCH to <br /> rezone property loca ed at 3350 NORTH <br /> MACARTHUR ROAD from R-1 Single Family <br /> Residence District a d R-2 Single Family <br /> Residence District to D Planned Development <br /> District. <br /> Ms. Stephanie Ashe was sworn in by Mrs. Janet Poland. <br /> Ms. Ashe presented the recommendation of staff: <br /> The subject site, located at 3350 North MacArthur Road, contains ap roximately 8.28 acres and <br /> is developed with a Place of Worship. The site is currently zoned R- Single Family Residence <br /> District and R-2 Single Family Residence District. <br /> The petitioner proposes to rezone the site from R-1 Single Family esidence District and R-2 <br /> Single Family Residence District to a PD Planned Development to a low for additional parking <br /> as well as mixed use on the site. The mixed use consists of a Place f Worship, a Coffee Shop <br /> located in the Church, and a residential structure/use on premise. <br /> The Planned Development will allow for multiple uses that are comp tible with the Church in a <br /> Residential District. The Church needs additional parking as the congegation membership <br /> continues to grow. The Church also will continue to utilize the exis 'ng residential structure as <br /> part of their emergency short term housing needs. It should be noted that any future changes or <br /> additions in use and/or on site construction will require an amendme t to the proposed Planned <br /> Development. This would include holding a public hearing on the ption to extend Fair Oaks <br /> Drive to the north. <br /> Based on the aforementioned analysis, staff recommends approval f the rezoning from R-1 <br /> Single Family Residence District and R-2 Single Family Residence District to a PD Planned <br /> Development with the following condition(s): <br /> l. In presenting this current planned development for approval, irst Christian Church (or <br /> its successor) agrees to construct a looped water main syste from the proposed south <br /> extension to the existing water main in Fair Oaks Drive pri r to the initiation of any <br /> further site work or development. <br /> 2. All work will be done in accordance with industry standards in luding, but not limited to, <br /> the American Water Warks Association and the City of Decatu specifications. <br /> 3. A six (6) foot sight break fence is installed around the trash rec ptacle. <br /> Section XXIX requires the Plan Commission to hold a public hearing on a rezoning request and <br /> forward its report and recommendation to the City Council for fin 1 approval. A motion to <br /> forward Calendar Number 08-29 to the City Council with a reco mendation of approval is <br /> suggested. <br /> Mr. John Mickler stated he believes the coffee shop is already op . Ms. Ashe said that is <br /> correct. Mr. Mickler asked if this was in violation of City Ordinance. s. Ashe stated it is in <br />
