Excerpts from Plan Commission Minutes of August 7, 2008 violation and when the petition for the proposed parking exp ion was submitted staff recommended they rezone the property to PD to bring the church in co pliance. Mr. Terry Smith asked about the planned extension to Fair Oaks Driv . Ms. Ashe stated there is not a plan submitted at this time. She said if the property is converte to a PD the church would have to come before the Plan Commission again if access to Fair Oaks Drive is desired. Mr. Phil Cochran, representative, was sworn in by Mrs. Poland. Mr. Cochran stated in the beginning this started as a site plan to ex and the parking and City staff asked for a rezoning of the property due to the mixed use on th site. There is the church, single family residence for emergency purposes provided at no cha ge and a coffee shop and book store. The church was not aware that there would be an issu with the coffee shop and bookstore considering they feel it is part of the church ministry. Th church has a demand for more parking. If parking is not available they will lose members. The church sent out over four hundred (400) letters to area residents to invite them to an open house to look at the plans for the parking lot expansion. Fifteen (15) to twenty-five (25) people came to the meeting to view the plans. Questions of drainage and a ess were addressed. The church has a fifty foot (50) easement across the property which co ects to Fair Oaks Drive. There is no intent to access Fair Oaks Drive at this time. Staff has in icated that any change in the future would have to be before the Plan Commission. All the pro isions for City Ordinances have been met with the PD submittal. Mr. Cochran stated one (1) item of staff's recommendation is that i the church ever adds on traditional buildings it will provide a looped water main system. It 'll not provide looping for the construction of the parking lot expansion, only when additional bui dings are constructed. Mr. Cochran said he is aware of some opposition for the projec . He feels this is from misinformation of what the church is planning to do. Ms. Elayna Sadorus thanked the church for providing the home the offer to the community. She is aware of two (2) families that have used the house. She w uld also like for staff to reconsider designating a coffee shop in a church as commercial. As an architect she sees that coffee shops in churches are a matter of routine. Commercial use co ld possibly be defined by square footage. Mr. Mickler asked where the house was located. Mr. Cochran said i was on MacArthur Road immediately south of one (1) of the entrances. There are actually two (2) homes which are used for emergency housing needs as well as for missionaries that pass thro gh the area. Mr. Mickler also asked if the current retention pond would be adequ te to handle the drainage from the additional surface parking. Mr. Cochran replied phase one 1) parking is ac�equate as built and once phase two (2) is built the retention would have to be ex anded to the north. There is adequate room to do this. Mr. William T.
