Crowe, Assistant City Manage� <br /> Suzan Stickle, Senior Planner Sj <br /> Stephanie Ashe, Historic Preservation Planne� <br /> SUBJECT: Request to rezone the lot from O-1, Office District to R-6, M ltiple Dwelling District <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the etition. <br /> The City Plan Commission voted 7-0 to recommend approval of this petitio as presented at the May 1, <br /> 2008 hearing; the minutes of the meeting are attached. i <br />, BACKGROUND: , <br /> The subject site is located at 309 North Edward Street and contains approxi ately 12,400 square feet. The <br /> property is currently developed with a large single family structure with an ttached garage. In the past the <br /> structure has been used as a multi family residence. <br /> The petitioner proposes to rezone the lot from O-1, Office District to R-6 Multiple Dwelling District in <br /> order to, 1) reside in the main structure; 2) rent out the garage living qua ers and; 3) operate an interior <br /> design consulting business as allowed by home occupation. <br /> Staff supports the proposed rezoning as it is more compatible with the surr unding R-6 neighborhood than <br /> the current Office District zoning. It is Staff's opinion that rezoning the pr perty to R-6 will provide more <br /> appropriate uses of the property in the future and help to maintain the integrity of this structure and <br /> property in the historic district. <br /> Staff supports the use of the structure as a two family residence; one unit lo ated above the garage and the <br /> other in the main structure. Staff is also of the opinion that running an inte 'or design consulting business <br /> out of the basement under the home occupation rule will not inheren ly affect the property or the <br /> surrounding neighborhood. Staff is of the opinion that the combination of ses will not increase the traffic <br /> of the neighborhood nor increase the need for on street parking, as there i plenty of parking in the drive <br /> way and garage. Additionally, ADA requirements for an office use woul require severe altering of the <br /> historic features of the structure.
