No. 08-06 Wabash Crossing Thi d Addition-Major <br /> Final Plat of Subdivisio located along East <br /> Grand Avenue and N rth Martin Luther <br /> King, Jr. Drive. <br /> Calendar Numbers 08-OS and 08-06 were presented together. <br /> Ms. Stephanie Ashe was sworn in by Mrs. Poland. <br /> Ms. Ashe presented the recommendation of staff: <br /> The subject properties, containing 11.86 acres in total, are currently developed and dispersed <br /> throughout Phases I and II of Wabash Crossing. These parcels have he basic infrastructure and <br /> services already in place. The property is owned by the City of Decat r and the Decatur Housing <br /> Authority. East Lake/Decatur, LLC is the project developer. The ites are surrounded on all <br /> sides by Phases I and II of Wabash Crossing. The proposed Final Plat is part of the Planned <br /> Development and assuming the amendments are approved, the site ill be developed according <br /> to approved plans. The subject sites are located in the Phase I PD, P se II PD and the R-6 PUD <br /> which are part of an ongoing Hope VI project. <br /> The petitioner plans to partially demolish part of the Ulrich Center in the future Town Center <br /> area. The petitioner also proposes to construct 90 dwelling units in 30 buildings on the sites; 68 <br /> of the units will be in 2-bedroom dwellings while 22 units will be -bedroom dwellings. The <br /> overall design of the proposed amendments is a series of duplexes an fourplexes,throughout the <br /> existing Wabash Crossing development. The building designs will eet all HUD fair housing <br /> and accessibility requirements. No additional street lighting will be a ded nor has there been any <br /> proposal to amend the street lighting. Adequate landscaping which meets the requirements of <br /> the current Zoning Ordinance has been provided. Additionally, t e Wabash Crossing Third <br /> Addition Final Plat has been submitted for approval to allow f r the construction of the <br /> aforementioned duplexes and fourplexes. The subdivision is necess to create larger lots as the <br /> original lots from the First and Second Additions of Wabash Crossi g were created for single- <br /> family structures. <br /> The proposed amendments will be consistent and compatible with t e current developments as <br /> well as the set goals of the overall redevelopment plan and the omprehensive Plan. The <br /> amendments are expected to have a continued positive impact on the area. The pedestrian- <br /> oriented neighborhood will continue to be identified by the desig amenities and details not <br /> found in many residential neighborhoods. In addition, the exi ting streets, utilities and <br /> infrastructure are sufficient to serve the land use. The proposed p king for each of the units <br /> meets the requirements of the Zoning Ordinance. <br />
