ECONOMIC AND URBAN DEVELOPMENT ME ORANDUM <br /> Memo No. 08-51 <br /> May l, 2008 <br /> TO: Honorable Mayor Paul Osborne and City Council Members <br /> FROM: Steve Garm ity Manager <br /> Greg Crow , ssistant City Manag� <br /> Suzy Stickle, enior Planner SS <br /> Stephanie Ashe, Historic Preservation Planne�, <br /> SUBJECT: Wabash Crossing—Third Addition,Planned Development a d Final Plat <br /> SiJMMARY RECOMMENDATION: Staff recommends approval of t e development amendments <br /> and Final Plat as presented. <br /> On March 6, 2008, The Plan Commission voted 8-0 to recommend ap oval of the amendments as <br /> proposed. The Plan Commission also voted 8-0 to recommend approval f Wabash Crossing — Third <br /> Addition Final Plat. The proposed amendments and Plat are in compliance ith the intent and purposes of <br /> the Zoning Ordinance and original development plans; the minutes of the m eting are attached. <br /> BACKGROUND: The subject properties, containing 11.86 acres in total, re currently undeveloped and <br /> dispersed throughout Phases I and II of Wabash Crossing. These parcels ha e the basic infrash-ucture and <br /> services already in place. The sites are surrounded on all sides by Phases and II of Wabash Crossing. <br /> The proposed Final Plat is part of the Planned Development and assuming t e amendments are approved, <br /> the site will be developed according to approved plans. The subject sites e located in the Phase I PD, <br /> Phase II PD and the R-6 PUD which are part of an ongoing Hope VI project. <br /> The petitioner plans to partially demolish part of the Ulrich Center in the f ture Town Center area. The <br /> petitioner also proposes to construct 90 dwelling units in 30 buildings on th sites; 68 of the units will be <br /> in 2-bedroom dwellings while 22 units will be 3-bedroom dwellings. The uilding designs will meet all <br /> HUD fair housing and accessibility requirements. No additional street li hting will be added nor has <br /> there been any proposal to amend the street lighting. Adequate landscaping hich meets the requirements <br /> of the current Zoning Ordinance has been provided. The proposed parking r each of the units meets the <br /> requirements of the Zoning Ordinance. The overall design of the propos d amendments is a series of <br /> duplexes and fourplexes,throughout the existing Wabash Crossing develop ent. Wabash Crossing Third <br /> Addition Final Plat is necessary to create larger lots as the original lot from the First and Second <br /> Additions of Wabash Crossing were created for single-family structures. <br /> The amendments are expected to have a continued positive impact on the ea. The pedestrian-oriented <br /> neighborhood will continue to be identified by the design amenities an details not found in many <br /> residential neighborhoods.
