No. 07-31 Petition of PRIMROSE MAN GEMENT, LLC to rezone <br /> property located at the South est corner of Arbor Drive <br /> and Oakland Avenue from R-1, Single Family Residence <br /> District to PD Planned Develop ent. <br /> Ms. Suzan Stickle was sworn in by Mrs. Janet Poland. ��, <br /> Ms. Stickle presented the recommendation of staff: �, <br /> The subject site is undeveloped. The subject site is currently 1 ated in the County. An ' <br /> annexation agreement has been received and filed with the City C uncil; a public hearing is I <br /> scheduled for Monday, August 6, 2007. , <br /> The subject petition requests rezoning to Planned Development to a low for the construction of <br /> 12 villas and an apartment building for a senior living facility. The 1 villas will be duplexes for <br /> independent living and the apartment building will have 36 indep ndent living units and 32 <br /> assisted living units for a total of 92 units. New parking lots and a 21 space detached garage will <br /> also be constructed for the apartment building and the villas will ha e attached garages. Thirty <br /> (30) feet of right-of way will be dedicated for Arbor Drive along th North side of the property <br /> and 70 feet of right-of-way will be dedicated for Oakland Avenue along the East side of the <br /> property in case Oakland Avenue is extended South. <br /> The proposed development is consistent with the character of the s ounding neighborhood and <br /> general area. The surrounding zoning includes B-1 Neighborhood S pping District, R-1 and R- <br /> 3 Single Family Residence Districts and R-5 Two Family Residen e District. The proposed <br /> development is consistent with the intent of the Comprehensive Plan. <br /> Landscaping that meets the requirements of the Zoning Ordinance ar being met in the proposed <br /> development landscaping plan. There will be an evergreen buffer o the East and West sides of <br /> the development. The East side buffer will be located on the West si e of the dedicated right-of- <br /> way. <br /> Seventy-one parking spaces will be provided which exceeds the r quirements of the Zoning <br /> Ordinance. Twenty-one of the proposed spaces provided are lo ated in the garage in the <br /> Northwest corner of the development. <br /> The Comprehensive Plan shows the area as Low Density Resident al and with a density of 6 <br /> units per acre, this certainly falls within the parameters. The neighb rhood to the East is zoned <br /> R-3 Single Family Residence and allows for a density of 7.26 units p r acre. <br /> Staff recommends approval of the PD with the following condition: <br /> a. A five foot (5') sidewalk will be provided along the South right-of-way line of West <br /> Arbor Drive. It will be located one foot (1') North of the So th right-of-way line. This <br /> will be shown on the plans prior to being submitted to City Co ncil. <br /> b. Final site, landscaping and lighting plans shall be reviewed the Economic and Urban <br /> Development Department, the Department of Engineering an Infrastructure and the Fire <br /> Department prior to construction. <br />
