According to section XIX.G.2 of the Zoning Ordinance the Plan C mmission shall review the <br /> application at a public hearing and will make findings concerni g the consistency of the <br /> application with the Comprehensive Plan, the Zoning Ordinance d other land development <br /> regulations. Based on the findings, the Plan Commission will ma a recommendation to the <br /> City Council. A motion to forward Calendar Number 07-31 t the City Council with a <br /> recommendation for approval is suggested. <br /> Mr. Glenn Nordholm asked if the term "right-of-way" was the same s "easement". Ms. Stickle <br /> said her understanding of the term "right-of-way" is something that the City will never have to <br /> go back and pay for; it is the City's property. <br /> Mr. Phil Cochran, representative for Primrose Management,was swo in by Mrs. Poland. <br /> Mr. Cochran explained this was a senior's campus project that wil be located on 15.23 acres <br /> south of Arbor Drive and west of Cresthaven Park subdivision. He tated this development will <br /> offer three (3) types of living opportunities for seniors. On the so h side of the development <br /> there are twelve (12) duplex villa units planned. These are approxi ately 1,800 square feet that <br /> includes a single car garage. In the main building there will be thirty six (36) independent living <br /> units and thirty-two (32) assisted living units. The main building ill be a living community <br /> with activities and services for the residents in the main facility as ell as the residents in the <br /> villas. <br /> Mr. Cochran stated that as a senior's development the amount of tra ic that will be generated is <br /> less than a single family subdivision would generate. The existing 1 inch water main on Arbor <br /> Drive provides adequate service for this facility and there is a sani ary sewer west of the site <br /> which will be extended to the east to serve the development. There 's an annexation agreement <br /> filed with the City in which the developers have requested $45, 00 for the sanitary sewer <br /> extension. The sewer extension will serve this facility and also future developments in the area. <br /> Mr. Cochran stated this facility is 15.23 acres of an 80 acre parcel. It is the owner's hope this <br /> will start new development further west. He believes this developm nt is a good fit for the City <br /> of Decatur. <br /> Mr. Dave Anderson asked for an explanation of the right-of-way r easement. Mr. Cochran <br /> explained an easement's property rights are retained by the owner; the City has control of the <br /> right-of-way areas. <br /> Mr. John Mickler stated on the site plan it didn't look as if there wo ld be enough room for the <br /> drive and Oakland Avenue if it were ever to be extended. Mr. Coc an explained it is stated in <br /> the annexation agreement that if the City would extend Oakland venue seventy (70) feet of <br /> property would be dedicated to the City for right-of-way and the drive would no longer be <br /> needed. <br /> Mr. Greg Crowe was sworn in by Mrs. Poland. <br /> Mr. Crowe stated the plan to extend Oakland Avenue has been in pla e for quite some time. The <br /> cost associated with the extension is very high and would require a ignificant development for <br /> the extension to occur. The City believes the dedication of the rig t-of-way was important in <br /> case such a project came along. This is not something the City has i mediate plans for. <br /> Mr. Cochran introduced Mr. Jim Thares, President of Primrose Mana ement. <br /> Mr. Thares was sworn in by Mrs. Poland. <br />
