MEMORANI)tiM OF UNllERS'TANDIN <br /> DECATUR POLICE BENEVOLEN'I' <br /> AND PROTECTIVE ASSOCIATION LABOR CO MITTEE <br /> CITY OF DECATUR, ILLINOIS <br /> This Agreement is entered into between the City of Decatur, Illinois, hereinafter referred <br /> to as CITY and, Decatur Police Benevolent and Protective Asso iation Labor Committee, <br /> hereinafter referred to as LINION, the same being signed on behalf of the City by its City <br /> Manager and on behalf of the Union by its President. <br /> ARTICLE 1 <br /> GENERAL <br /> Section 1. This Agreement is entered into for the purpose of promoting harmonious <br /> relations between the City and the Union; the establishment of a equitable and peaceful <br /> procedure for the resolution of differences; and to promote the morale, rights, privileges and well <br /> being of the employees of the Classified Police Service setting forth t mutual understanding of <br /> the parties as to the wages, hours and other terms and conditions of mployment for whom the <br /> employer has recognized the Union as the exclusive bargaining represe tative. <br /> Section 2. All persons in the Classified Police Service s all regard themselves as <br /> employees of the public and are to be governed by the highest ideals f honesty and integrity in <br /> all their public and personal conduct in order that they may merit the respect and confidence of <br /> the public which employs them and which they serve. <br /> Section 3. The City recognizes the Union as the sole and exclusive bargaining <br /> representative for all permanent, full-time Police Patrol Officers an Police Sergeants in the <br /> classified police service for the purpose of bargaining with respect to alaries, wages, hours and <br /> conditions of employment. The Union expressly acknowledges that it 's not the bargaining agent <br /> for the positions of Lieutenant, Deputy Chief and Police Chief, said p sitions having duties and <br /> responsibilities that are supervisory in nature and different from t ose of Patrol Officer or <br /> Sergeant and the job descriptions, with the effective dates thereof, f Lieutenant and Deputy <br /> Chief being attached hereto, and the Union further acknowledges that ccupants of said positions <br /> are not subject to the terms and conditions of this Memorandum of nderstanding nor are the <br /> responsibilities thereof subject to any duty to bargain. <br /> l <br />
