Zion Road <br /> SUMMARY RECOMMENDATION: Staff is of the opinion th t the proposed annexation <br /> would not be beneficial to the City of Decatur; staff recommend denial of the petition as <br /> presented. <br /> BACKGROUND: A valid petition seeking annexation of the subj ct premises has been filed <br /> with the City Clerk's Office. The property, approximately 4.6 acr s, contains a single family <br /> structure and is contiguous to the city limits. Properties to the south�and west are located in the <br /> county; property to the north and east are located in the city and zoned B-2 Commercial District; <br /> when annexed the area will come into the city as R-1 Single Family Residence District. A <br /> petition has been filed to rezone the property to B-2 Commercial District which will be heard at <br /> the next Plan Commission meeting if the property is annexed to the City of Decatur. The <br /> following information is relevant to the area in question: , <br /> 1. There is a single-family structure on the parcel. �'' <br /> 2. City water is available along Mt. Zion Road. <br /> 3. Sanitary sewer is not available within the area. <br /> 4. The average fire response time from the Decatur Fire Department is eight (8) <br /> minutes. <br /> 5. Mt. Zion Road is an asphalt road with curb and gutter� and will be maintained by <br /> the city. �'� <br /> This area, where the subject site lies, is one of the last large trac s of land with high retail <br /> potential left in the City for potential development. Staff has con istently informed potential <br /> developers that we feel the site has a potential for big box developme t and want to see the entire <br /> area develop as a whole instead of piecemeal development. <br /> Staff is not recommending annexing the parcel into the City for the proposed development since <br /> it would deny the City the ability to locate a big box development such as Home Depot to the <br /> site. When the subject site is combined with adjacent properties a developable size tract <br /> approximately 30 acres in area could be utilized for big box retail development. <br />
