Ho ever, according to the Five <br /> Points Overlay District the parking, circulation patterns, signage an landscaping should be in <br /> accordance with the Access Management Guide and the Design Gui elines from the Five Points <br /> Overlay District. The City Plan Commission voted 6-0 to recommen approval of this petition at <br /> the November 14, 2006 hearing; the minutes of the meeting are attached. <br /> BACKGROUND: The subject site is approximately 9,400 Sq. Ft. nd is currently vacant. The <br /> petitioner has recently demolished the residential properties on the subj ct site. The petitioner wants <br /> to develop the site as commercial property. The subject site is curren ly zoned R-3 Single Family <br /> Residence District. In order to develop the property commercially the etitioner needs to rezone to <br /> commercial district. The general area of the subject property is at the intersection of two (2) <br /> principal arterial roads (US Route 36 and 22nd St). The comprehensiv plan of Decatur designated <br /> the triangular area bounded by 22nd St /US Route 121 to the West and Prairie Avenue to the South <br /> and US Route 36 to the Northwest as commercial. Most of the roperties in this triangular <br /> intersection are zoned commercial and currently have commercial us s except for the subject site <br /> which is zoned residential. Properties to the South of the subject site �re zoned and used as singl <br /> family residential. Decatur Urban Corridors Master Plan identified t is area as the "Five Point� <br /> District" as five highways and streets intersect unconventionally. his attracts high volume of <br /> vehicular traffic that creates congestion and vehicular and pedestrian onflicts. Though it is very <br /> important to retain the natural commercial character of the area, it is eq ally important to reduce the <br /> confusion and congestion of the vehicular and pedestrian traffi in these unconventional <br /> intersections.
