WM-OL West Main Street ver.lay District). <br /> Mr. Greg Crowe was sworn in by Ms. Jesse. ' <br /> Mr. Crowe presented the recommendation of staf£ <br /> In 2000, the City Council adopted the Olde Towne Redevelopmen Plan and TIF District <br /> which encompasses Downtown Decatur, the Near West Neighbor ood and Millikin <br /> University. An integral part of the redevelopment plan was to inc ease the linkage <br /> between the Downtown and Millikin University. The rehabilitatio of the Near West <br />' Neighborhood and improvements to West Main Street are two obj ctives in reaching that <br /> goal. <br /> The City Council in the past year has approved financing for a ne streetscape for West <br /> Main Street from Church St. to Oakland Ave. including the use of rick pavers for the <br /> street surface, the addition of a multi-purpose recreation trail, dec rative lighting and <br /> added landscaping. Construction for Phase I (Church St. to Edw d St.) of the <br /> streetscape project is currently underway. The Council also appro ed $500,000 for <br /> residential rehabilitation along West Main Street. Ten projects ha e currently been <br /> approved through the program. Also,the City and Millikin Unive sity are the recipients <br /> of a$1.5 million federal transportation grant to enhance the streets ape around Millikin's <br /> campus including West Main Street from Oakland Ave. to Fairvie Ave. <br /> The proposed overlay district is another way to encourage developknent along the West <br /> Main Comdor between Millikin University and the Downtown while maintaining the <br /> historic character and architecture of the neighborhood. The prop rties in the overlay <br /> district include properties facing West Main Street from Church S eet to Oakland <br /> Avenue as well as properties with frontage along the east side of t e 100 through 150 <br /> block of North Edward Street. <br /> Adaptive reuse of existing properties on West Main Street will be llowed through the <br /> overlay district. The maj ority of the properties are currently zone R-6 Multiple <br /> Dwelling District that allows single and multi-family residences. ermitted uses in the <br /> overlay will also include mixed use development with residential, rofessional and <br /> medical offices, limited personal services and retail no larger than ,000 square feet in <br /> area with limited hours from 6:00 a.m. to 9:00 p.m. All existing u es currently allowed <br /> by the underlying zoning district will continue as permitted uses. <br />
