The Design Guidelines includes requirements for signage and lanc�scaping for the overlay <br /> district. There are different sign requirements for residential and ommercial properties. <br /> Three types of signs will be allowed for commercial uses includin a masonry monument <br /> freestanding sign, a wall sign and a freestanding shingle sign. T e types of signs are <br /> also allowed for residential uses including a masonry monument s �n, a post supported <br /> freestanding sign and a freestanding residential sign. The Design uidelines include <br /> height, area and material requirements for the different signs. <br /> The Overlay District provides unique parking requirements for de elopment along West <br /> Main Street. Where on-street parking is available, the parking req irements of the <br /> Zoning Ordinance may be reduced by 75%. Also, the rear and sid yard parking setbacks <br /> may be reduced from five (5) feet to zero (0) feet where parking is provided between the <br /> alley and the parking lot. <br /> Staff feels that the overlay district will further the City's goal of li�king Millikin <br /> University and the Downtown by rehabilitating the Near West Nei�ghborhood and <br /> improving West Main Street. The West Main Street Overlay Dist�ict will provide <br /> incentives to property owners and developers to further redeveloprnent of the Near West <br /> Neighborhood. The District will provide additional options, inclu ing mixed use <br /> development,to property owners to rehabilitate historic and large omes along West <br /> Main Street. The Design Guidelines will create a unique look and feel to West Main <br /> Street that will enhance the already historic appeal of the area. <br /> Based on the above analysis, staff recommends amending the Zon ng Ordinance to create <br /> a West Main Street Overlay District and recommends creating a est Main Street <br /> Overlay District along the 200 through 1000 blocks of West Main Street and the east side <br /> of the 100 through 150 block of North Edward Street. <br /> A motion to forward Calendar Numbers 06-65 & 06-65A to the C� y Council with a <br /> recommendation for approval is suggested. <br /> Mr. Nordholm questioned whether the city had acquired 100— 15 Block of North <br /> Edward Street. Mr. Crowe stated the city did not acquire them anc� stated NWRAPS is <br /> wanting to restore the Victorian row houses that are there and pos�ibly have different <br /> uses for them, such as offices,retail, etc. <br /> Mr. Mickler questioned whether the West Main Plan still was con lidering parking on one <br /> side of the road and was concerned about possible congestion. Mr Crowe stated that is <br /> still the plan and doesn't feel this will be a problem. <br /> Mr. John was interested in whether the City received inquiries reg rding adaptive reuse <br /> and if there were many people wanting this type of use in this area Mr. Crowe stated the <br /> City did receive these inquiries and that is why it needed to be me tioned. <br /> There were no obj ectors present. <br /> It was moved and seconded (Dunn/Nordholm) to forward Cal. No. 06-65 and 06-65A to <br /> the City Council with the recommendation for approval as submitt d by the petitioner. <br /> Motion carried unanimously. <br />
