Excerpts from Decatur City Plan Commission of August 3, 2006 <br /> Cal.No. 06-51 Petition of KEVIN HIGHLEY to rezone 3520 <br /> Greenlake Drive from R-3, Single Family Residence <br /> District to PD Planned Development District. <br /> Mrs. Joselyn Stewart was sworn in by Ms. Jesse. <br /> Mrs. Stewart presented the recommendation of staff: " <br /> The subject site is approximately 7.62 acres and is currently undeveloped. <br /> The petitioner is proposing the construction of five (5) duplex units and six (6) four-plex <br /> units on twelve (12) lots. The development is planned to contain 34 individually owned <br /> units with a target population to those 50 years or older. The sole access to the Greenlake <br /> Condominiums will be provided by the extension of Greenlake Drive to the east and the <br /> construction of a new road to the north terminating in a cul-de-sac. <br /> The average lot size of the twelve (12) lots is 24,335 (.56 acres) square feet each with a <br /> density of one unit per 9,583 square feet; 6,000 square feet is the minimum requirement <br /> for R-3 developments. <br /> Parking will be provided by one (1) and two (2) car garages and private driveways that <br /> will be constructed in accordance with plans and specifications approved by the City. <br /> A traffic impact report has been prepared finds that the roadway and intersections of <br /> Greenlake Drive and 35th Street and Greenlake Drive and 34th Street should maintain a <br /> comfortable and stable traffic flow. <br /> Adequate landscaping is proposed for the frontage as well as buffer yards on all four <br /> sides of the development. <br /> City water and sewers will be provided to the development. <br /> Staff believes that the proposed development is compatible with the surrounding area and <br /> will have a positive impact on the neighborhood. The plan is consistent with the <br /> comprehensive plan for low density residential development. The existing and proposed <br /> streets are adequate to carry the anticipated traffic of the development. The proposed <br /> utilities are adequate to serve the development. <br /> The PD has been reviewed by the City's Technical Review Committee; Planning, <br /> Engineering and Fire have approved the PD. <br /> Based on the above analysis, staff recommends approval of the PD with the following <br /> condition: <br />
