Excerpts from Decatur City Plan Commission of August 3, 2006 ,I <br /> Cal.No. 06-50 Petition of GLAD TIDINGS to rezone premises commonly <br /> known as 500 South 27�' Street an 2901 Wasson Way from <br /> M-1 Intense Commercial-Light Industrial District and R 3 <br /> Single Family Residence District to PD Planned <br /> Development with limited uses. <br /> Ms. Kathy Miller was sworn in by Ms. Jesse. <br /> Ms. Miller presented the recommendation of staff: <br /> The 25 acre site formerly housed the corporate offices for Illinois Power and contains a <br /> 146,864 square foot, three-story office building, a 700 square foot service garage and a <br /> multiple-vehicle carport. The site is currently zoned M-1 Intense Commerical-Light <br /> Industrial District and was used as offices and vehicle maintenance and storage for the <br /> former Illinois Power Company. The site also served as a fueling station for the Illinois <br /> Power fleet of cars. The current M-1 zoning does not allow a church as a use. The <br /> petitioner requested that the site be rezoned to &2. Staff believes that B-2 is too intense <br /> for the surrounding residential area and suggested the site be rezoned to PD with limited <br /> uses. <br /> Glad Tiding Assembly of God is proposing to purchase the site to use as the church site <br /> and a multitude of other uses. Some of the other uses could include a restaurant, a <br /> convenience food store, retail areas, indoor recreation, paraprofessional schools, hotel, <br /> day care, senior residential facility and a broadcasting station. <br /> The current M-1 zoning is not compatible with the proposed use or the surrounding <br /> residential neighborhood. The site was formerly used for corporate offices. The site was <br /> presumably zoned M-1 to accommodate the vehicle maintenance and fuel storage. The <br /> large setbacks and park-like setting of the site buffered the use from the neighborhood. <br /> Staff believes the following limited uses could be accommodated at the site without <br /> intruding into the residential neighborhood: Accessory buildings and uses; Assisted <br /> living facility; Automated teller machi�; Automotive repair and service (minor) existing <br /> building only; Club-fraternal, membership and private; Congregate elderly housing; <br /> Convenience food and beverage store, main building only; Cultural Facility; Dancing or <br /> music academy; Day care; Financial institution; Funeral home; Government building or <br /> use; Health care uses; Hotel/Motel, main building only; Office including professional and <br /> contractors and builders, no outdoor storage; Paraprofessional schools; Personal services; <br /> Place of Worship, main building and one freestanding sanctuary up to 100,000 square <br /> feet and 50 feet in height; Public uses, Radio or television broadcasting station or studio, <br /> main building only; Recreation, commercial indoor main building and one free standing , <br /> gymnasium; Retail (less than 5,000 square feet), no outdoor storage; Restaurant, main <br /> building and patio only. <br /> Site signage is limited to the following: up to three freestanding signs will be allowed <br /> along U S Route 36 and North 27th Street; no sign shall be larger than 100 square feet <br />
