Additions to the building or parking areas may <br /> trigger additional landscaping requirements in the future that will be reviewed at the time <br /> of site plan submittal. <br /> The City is willing to permit one (1) access drive from Lake Shore Drive subject to the <br /> following stipulations: the drive shall be gated; the drive shall not provide a connection <br /> to a parking lot; and construction of the drive shall be in accordance with City of Decatur <br /> construction standards and shall be reviewed and approved by the City Engineer for <br /> traffic safety prior to construction,which approval shall not be unreasonably withheld. <br /> The construction of a parsonage shall be a permitted ancillary use, however, a plat must <br /> be submitted and approved prior to the issuance of a building permit. <br /> Staff recommends approval of the rezoning to PD Planned Development with limited <br /> uses and conditions for signage and setbacks. <br /> Section XIX.G.2. Of the City of Decatur Zoning Ordinance requires the Plan <br /> Commission to hold a public hearing to review the PD plan and report its findings <br /> concerning the effect on the comprehensive plan and compliance with the standards of <br /> review to the City Council. A motion to forward Calendar Number Ofr50 to the City <br /> Council with a recommendation for approval is suggested. <br /> Mrs. Sadorus stated the concern of neighbors on Wasson Way regarding the Wasson Way <br /> gate that is currently closed and locked. Mrs. Sadorus questioned whether the gate will <br /> remain closed and locked and what conditions could be implemented to assure this. Mrs. <br /> Sadorus stated she would like to request that the gate not end up being open and a <br /> thoroughway from 27�' Street to Lakeshore Drive and it be used to only access the <br /> property. <br />
