Mr. John stated that the information read by staff was not the same information that was <br /> provided to the commissioners in the packet. Ms. Miller stated the conditions changed <br /> daily and it was not possible to get the information to the commissioners in a timely <br /> fashion. Ms. Miller stated that most everything was the same in the report with the <br /> exception of the change in the buffer area and restated the changes. <br /> Mr.Nordholm questioned if this petition was zoned as a B-2 would all these conditions <br /> be needed. Ms. Miller stated that was correct there would not be these particular <br /> conditions. <br /> Mr. John requested when changes are made that the Commissioners be given those <br /> changes at the beginning of the meeting before it is presented by staf£ Ms. Miller stated <br /> staffwould do the best they can,but in the case information was not known until just <br /> prior to the meeting commencing. <br /> Mr. Mickler stated his concern for parking if everything was constructed that was being <br /> presented in the report. Ms. Miller stated before construction could begin site plans <br /> would have to be presented and approved by staff. <br /> Mr. Mark Gibson was sworn in by Ms. Jesse. <br /> Mr. Gibson was the attorney for the petitioner and stated the church and city staff have <br /> worked through a lot of issues and believed they have come up with a good compromise. <br /> Mr. Gibson stated the drive and gate at Wasson Way would only be open during church <br /> services and would remain closed at other times. <br /> Pastor B. G. Nevitt was sworn in by Ms. Jesse. <br /> Pastor Nevitt stated he was the pastor for Glad Tidings and that the church had previously <br /> purchased property at Kmart Plaza. The church planned to use both the location on <br /> Airport Road and the Kmart Plaza location for their ministry. This new location at 500 <br /> 27�' Street will allow the church to combine all ministries at one location. Pastor Nevitt <br /> stated that the old garage area of this site will be continued to be used as a garage for <br /> helping to repair vehicles for seniors and single mothers as well. Pastor Nevitt stated the <br /> church planned to make the campus a family friendly place. <br /> Mr. Anderson questioned why a new access from Lake Shore Drive was needed to get to <br /> the sanctuary with equipment; why couldn't access be through the parking lot? Pastor <br /> Nevitt stated the terrain was somewhat steep and if a new sacuary was built in that <br /> location it was thought to be more easily accessed with a new drive. <br /> Mr.Nordholm stated he was concerned that the Plan Commission was limiting the <br /> ministry too much by going to a PD instead ofB-2. Mr.Nordholm stated he was in favor <br /> of recommending this petition to the City Council as zoning to a�2. Mr. Nordholm felt <br /> like the City has flexed and changed for other petitions and felt like a ministry needed the <br /> opportunity to have the freedom to do what was necessary for their congregation. <br /> Mr. Dane Bragg addressed Mr.Nordholm's concerns by stating when city staff was first <br /> approached regarding the project it was realized what a large project and undertaking this <br />
