Miller, AICP, Senior Planner�YV� <br /> Greg Crowe, Economic Development Coordinat��� <br /> SUBJECT: Rezone 435 East Ash Avenue from R-1 Sin le Famil Residential District to PD <br /> g Y <br /> Planned Development <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the proposed Planned <br /> Development. The City Plan Commission voted 9-0 to recommend approval of this petition at the July <br /> 6, 2006 hearing; the minutes of the meeting are attached. <br /> BACKGROUND: In October of 2000, Land of Lincoln Credit Union petitioned to rezone the <br /> property to B-2 Planned Unit Development to construct a branch on the site. The rezoning petition <br /> was approved by the City Council, but construction of the proposed facility was not initiated within <br /> two (2) years of the date of approval and the zoning reverted back to the previous zoning of R-1 Single <br /> Family Residential District. <br /> The requested planned development is for the construction of an 11,200 square foot retail facility. A <br /> freestanding sign is proposed along Ash Avenue. The maximum height of the sign will be twenty (20) <br /> feet and the maximum area will be 100 square feet. <br /> In review of the proposed planned development the following factors were found: <br /> 1. The proposed development is compatible with the character of the surrounding neighborhood <br /> and general area. <br /> 2. To mitigate the effect on possible residential development to the south a 31 foot buffer yard <br /> with landscaping is proposed on the south side of the site. <br /> 3. Adequate landscaping is proposed within the front yard and parking lot on the site. <br /> 4. Adequate utilities are proposed for the development. <br /> 5. Fifty-six parking spaces are proposed which meets the requirements of the Zoning Ordinance. <br /> 6. The proposed development is consistent with the amended Comprehensive Plan and intent of <br /> the Zoning Ordinance. <br /> INPUT FROM OTHER SOURCES: None <br /> POTENTIAL OBJECTION: There were no objectors to the petition at the Plan Commission <br /> meeting. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Greg Crowe at 424-2725 or at <br /> gccrowe(�a,decaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: None <br />
