The proposed development is consistent with the character of the surrounding neighborhood <br /> and general area. The property to the north and west contain a mix of office and retail uses. <br /> 2. The property to the south is currently vacant and zoned for single family residential. To <br /> mitigate the possible effect on residential development to the south a 31 foot buffer yard with <br /> landscaping is proposed on the south side of the site. <br /> 3. Adequate landscaping is proposed within the front yard and parking lot on the site. <br /> 4. Adequate utilities are proposed for the development. <br /> 5. Fifty-six parking spaces are proposed which meets the requirements of the Zoning Ordinance. <br /> 6. The proposed development is consistent with the amended Comprehensive Plan and intent of <br /> the Zoning Ordinance. <br /> STAFF RECOMMENDATION I <br /> 1. Based on the above analysis, staff recommends approval of the PD with the following <br /> condition: <br /> a. Final site, landscaping and lighting plans shall be reviewed by the Economic and Urban <br /> Development Department and the Department of Engineering and Infrastructure prior to <br /> construction. <br /> PLAN COMMISSION ACTION <br /> 1. According to section XIX.G.2 of the Zoning Ordinance the Plan Commission shall review the <br /> application at a public hearing and will make findings concerning the consistency of the <br /> application with the Comprehensive Plan, the Zoning Ordinance and other land development <br /> regulations. Based on the findings, the Plan Commission will make a recommendation to the <br /> City Council that the Planned Development be approved, approved with conditions or <br />� disapproved. <br /> 2. A motion to forward Calendar Number 06-44 to the City Council with a recommendation for <br /> approval is suggested. <br /> The above report constitutes the testimony and recommendation of the Planning and Economic <br /> Development Division, Economic and Urban Development Department, City of Decatur. <br /> Greg C.
