Excerpts from Plan Commission Meeting of May 4, 2006 <br /> Cal.No. 06-26 Petition of STEVEN A. LEWIS to amend the <br /> approved R-3 RDP Residential Development <br /> Plan at Southside Estates. <br /> Ms. Miller was sworn in by Mrs. Althoff. <br /> Ms. Miller presented the recommendation of staff: <br /> In March of 1979 the original 31-acre Southside Estates R 3 Residential Development <br /> Plan was approved with an amendment in April of 1980. The subdivision was first <br /> planned as a single family and multifamily subdivision but was amended in 1980 to <br /> single family and duplex development. Four duplexes were built in the first addition of <br /> the subdivision. All subsequent development has been single family development. The <br /> original plan called for a total of 97 lots; currently there are 51 developed lots in three <br /> additions of the subdivision;the east 11.54 acres of the original subdivision are vacant. <br /> The developer is proposing the development of 44 lots on the east 11.54 acre tract of the <br /> subdivision; Lot One through Lot Seven are singla�family lots; Lot Eight through Lot 43 <br /> are senior single-family housing lots; Lot 44 is a detention area. The 44 lots range in size <br /> from 14,859 square feet to 5,800 square feet; 6,000 square feet is minimum requirement <br /> for R-3 developments. Lots 34, 35, 36, and 37 do not meet the minimum lot size,but will <br /> meet the required R-3 building setbacks. The single-family lots will be accessed from <br /> Bay Hill Boulevard; the remaining 35 senior lots will be accessed from South Augusta <br /> Avenue and a circle drive adjacent to Augusta Avenue. <br /> The street layout has changed from the original submittal. The developer plans for the <br /> senior housing to be located to the east portion of the subdivision creating a separate <br /> living environments. Access will be only one way into this portion of the development. <br /> The density of the proposed amendment has not changed from the approved Residential <br /> Development Plan. <br /> City water and sewers will be provided to the development. <br /> Staff believes that the proposed development is compatible with the surrounding area and <br /> will have a positive impact on the neighborhood. The plan is consistent wi� the <br /> comprehensive plan for low density residential development. The existing and proposed <br /> streets are adequate to carry the anticipated traffic of the development. The-proposed <br /> utilities are adequate to serve the development. <br /> The amendment was reviewed by the City's Technical Review Committee; at the TRC <br /> meeting, Fire expressed concerns with more than 30 units on a one way ingress�egress <br /> street arrangement.
