Staff believed that that <br /> was a reasonable request and one that the developer could adopt. With that belief, staff <br /> recommended approval of the subdivision at the time of mailing. The staff understands <br /> that the developer does not want to provide an emergency entry. <br /> Therefore, staff recommends that the Amendment to the Southside Estates Residential <br /> Development Plan be denied until a resolution is reached regarding the fire code. <br /> Mr.Nordholm asked who makes up the TRC Committee. <br /> Ms. Miller stated that the Committee is a compilation of staff from Fire, Planning, <br /> Engineering, Water, and Building Inspections and it was started a couple of years ago. <br /> Mr. John stated that he has a concern that staff recommended approval even though Fire <br /> still had a concern. <br /> Ms. Miller stated that staff believed the problem would be resolved before it went to Plan <br /> Commission. <br /> Mr. John asked if there was an informal or formal policy regarding new neighborhoods <br /> being pedestrian friendly. <br /> Ms. Miller stated that staff is planning on working on the subdivision ordinance and will <br /> look into it. <br /> Mr. Matt Sekosky, Fire Chief,was sworn in by Mrs. Althoff. <br /> Mr. Sekosky stated that he has been involved in the Technical Review Committee for a <br /> year and a half. He stated that he has a concern with the number of lots on the site and <br /> advised the representative for the developer on March 30 that 30 lots is the limit and <br /> again advised the representative on April 12 and on April 25 that 30 lots is the limit <br /> which is stated in the adopted fire code which limits the number of housing tmits on a <br /> one-way in access. <br /> Mr. Sekosky stated that a notification was sent out to developers informing them of the <br /> adopted fire code. He stated that it is the council who adopted the code and as fire chief, <br /> it his responsibility to enforce the code. He suggested to the representative having a <br /> secondary access which would be limited to the fire department but the developer does <br /> not want to provide an emergency entry. <br /> Mrs. Sadorus asked Mr. Sekosky if he spoke with the petitioner about not having room to <br /> put the secondary access in. <br /> i <br />
