Nleeting Minutes <br /> Housing & Co;nstruction Board of Appeals <br /> iVlay 24, 2006 <br /> Engineering Conference Room <br /> Commission <br /> Members Present: David Binder, Richazd Demirjian, Jack Myatt, Steve Olson, Rick <br /> Welton <br /> Staff <br /> Members Present: Randy Johner, Construction Inspections Manager <br /> Matt Sekosky, Fire Chief <br /> Lyle Meador, Fire Marshall <br /> A�meeting of the Housing and Construction Board of Appeals was held May 24, 2006 at <br /> 2 p.m. in the Engineering Conference Room at the Civic Center. <br /> The purpose of the meeting was to hear an appeal by Mr. Steve Lewis, S.A. Lewis <br /> Construction, and his associate, Phil Cochran, Cochran Engineering, regarding a new 36- <br /> lot subdivision, "The Gardens," proposed by Mr. Lewis. <br /> Phil Cochran first presented the board a site plan showing the configuration of the new <br /> subdivision including lots, streets, and other related items. He explained that a portion of <br /> the subdivision was intended for retired persons and that the subdivision was therefore <br /> laid out with a single entrance for their security. He further noted that similar <br /> subdivisions had been constructed in Decatur with the same intent as an option for <br /> retirement housing. <br /> Mr. Cochran also noted that the plat had been approved already by City <br /> Planning/Engineering staff and by the City's Planning Commission. Chief Sekosky then <br /> took the floor and spoke aliout Section D 107 of the 2003 International Fire Code. This <br /> section limits developments of one or two family dwellings to 30 units unless the <br /> development is provided with an approved fire apparatus road that allows additional <br /> access to units. <br /> Chief Sekosky explained that early in March when this plan was first proposed by Mr. <br /> Lewis, it was brought to the developer's attention that 30 units was the maximum <br /> allowed. Chief Sekosky further indicated that the limitation was presented to the <br /> developer again in April and at that time options were given to allow the additional units; <br /> those being adding the access road or fully sprinkling all residences. <br /> Discussion by the Boazd followed and questions were given and answered by staff, Mr. <br /> Lewis, and Mr. Cochran. <br /> The Board agreed that it should be noted in the meeting minutes that in this partitular <br /> case, it was considered that some of the units can be reached by more than one direction; <br />
