Stewart, Transportation Planne��� <br /> SUBJECT: Conditional Use Permit, 715 West Division Street <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the petition as proposed <br /> with the following conditions: a drop-off/pick-up area will be required along West Division; the <br /> proposed operation be in compliance with the City's adopted building codes, including obtaining a <br /> building permit to perform any improvements to the existing dwelling; that the proposed daycare be <br /> licensed by the State of Illinois and a copy of that license be filed with the Economic and Urban <br /> Development Department; the State Fire Marshall shall be contacted regarding a field inspection <br /> and a copy of the fire inspection report be filed with the Fire Department; a vented hood system will <br />, be required for cooking facilities; and a fence will be required with a secured entrance. The City <br /> Plan Commission voted 8-0 to recommend approval of this petition at the April 6, 2006 meeting; <br /> the minutes of the meeting are attached. <br /> BACKGROUND: The subject petition requests a conditional use permit to allow the operation of <br /> a licensed large home daycare facility. The daycare would accommodate a maximum of eight (8) <br /> children with one care giver working alone; with an assistant 12-16 children could be cared for at <br /> the site. The area in question is zoned R-3, Single Family Residence District and is developed with <br /> a 1,064 square foot single family dwelling structure on a 5,920 square foot lot. <br /> The petitioner's drop off and pick up area will include her driveway and the area in front of her <br /> house along West Division Street. The petitioner shall request a drop off area from the Parking and <br /> Traffic Commission. Currently the rear yard is partially fenced; the petitioner will be required to <br /> fence the entire rear yard with a secured entrance. <br /> POTENTIAL OBJECTION: None <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: Any additional questions may be forwarded to Joselyn A.
