Staff recommends that the Conditional Use Permit be approved as requested, subject to <br /> the following conditions: <br /> a. No more than ten (10) containers (on wheels) be on the premises at any one time; <br /> b. Site break fencing is required to remain or be replaced along the north boundary of <br /> Lot 145; the east line of Lots 151, 152 and 153; the north line of Lot 153; and the <br /> west line of Lots 153, 152 and 151; <br /> c. The existing asphalt paving area on East Condit Street remain; <br /> d. Development and use of the premises conform to the site plan, Exhibit A, <br /> attached. <br /> Mr. Tom Smith questioned whether there was a requirement for rodent control. Mr. <br /> Mark Smith stated no there was not. <br /> Mr. Anderson questioned whether any stack containers would be stored. Mr. Mark Smith <br /> stated no that was one of the conditions. <br /> Mr. John stated his concern for semi's coming in and out of the area. Mr. Mark Smith <br /> stated there will not be a lot and depending on the time of year will determine more or <br /> less. <br /> Mr. Tom Smith stated his concern for the streets being able to bear the weight of grain <br /> trucks. Mr. Mark Smith stated the petition was reviewed by engineering and was <br /> approved. <br /> Mr. Phil Cochran, representative for petitioner, was sworn in by Ms.Jesse. <br /> Mr. Cochran stated he was the engineer to represent the petitioner and that Mr. Briscoe <br /> has been working with Archer Daniels Midland to find a site to receive materials to <br /> repackage and take to the rail and then sent overseas. Mr. Cochran stated the containers <br /> will be on wheels and in single units. Archer Daniels Midland has needed this type of <br /> facility for some time and sought Mr. Briscoe to come to town for this reason. <br /> Mr.Nordholm questioned how the containers will be pulled to the rail. Mr. Cochran <br /> stated a tractor will pull them to the rail. <br /> There were no objectors present. <br /> It was moved and seconded(Nordholm/Stewart)to forward Cal. No. 06-07 to the City <br /> Council with the recommendation for approval as submitted by the petitioner. Motion <br /> carried unanimously. <br />
