PETITION FOR REZONING—SECTION FOUR: JUSTIFICATION'� <br /> *Filed by NSR Technologies,Inc., a Delaware Corporation ("NSR") <br /> NSR submits the following summation of its planned activities to the City Plan <br /> Commission and City Council. NSR believes that the creation of 45 to 50 manufacturing <br /> jobs in Decatur, coupled with the benefits that NSR will provide to current Decatur <br /> businesses, justifies its request for rezoning. In addition, and as the Comxnission and <br /> Council is aware, the site of NSR's planned activities is contiguous to ongoing industrial <br /> operations conducted by ADM. As such, rezoning the land from�-1 (which is the <br /> anticipated status that will be given if the City annexes the land) to M-2 will have no <br /> negative impact on the surrounding area or its communities. <br /> ho�G: �vo C,�,�.{,,� tS ,v� c..t,�ll� a-v.ct Z�N c.•C ("l—I . <br /> Narrative Of Process, Product Being Created, etc. — NSR plans to build and <br /> run a commercial plant that will produce hydrochloric acid (HCL) and potassium <br /> hydroxide (KoH). It is anticipated that HCL and KoH will be sold for <br /> commercial purposes. Both products will be created from potassium chloride; salt <br /> in its raw material form. HCL and KoH are both created by converting the salt <br /> with the use of electricity. KoH is further refined by concentrating it with the use <br /> of steam. The KoH product is sold as a 45% solution. The HCL will be shipped <br /> via pipeline directly to ADM with further plans to provide HCL to Tate & Lyle. <br /> The plant itself generates essentially no waste product and the steam to be used <br /> for the concentration of KoH would be purchased from ADM. <br /> ■ Amount of Capital Investment — it is anticipated that approximately $7.5 <br /> Million will be invested in the initial formation of NSR's operations in Decatur. <br /> Additional funds to be used as working capital are available and will be used for <br /> such things as training, purchasing materials, etc. <br /> ■ Employee Hiring Numbers and Proposed Timeline — it is anticipated that 3 <br /> employees, including the president of the company, will be working full time for <br /> NSR in Decatur by March, 2006. These employees include, in addition to the <br /> president, a plant manager and a supervisor/foreman. It is anticipated that by <br /> June, 2006, an additional 10-12 employees will be hired. These employees will <br /> be operators of the machinery, maintenance personnel, etc. By September 2006, <br /> it is anticipated that NSR will have a minimum of 15 employees when it begins <br /> operations. By the end of 2007 or the spring of 2008, NSR anticipates employing <br /> a total of 45 to 50 people at its Decatur facility. <br /> ■ Building Cost — it is anticipated that the cost for the bare building will total <br /> approximately $650,000. It is also anticipated that railroad improvements that <br /> will allow rail access to the building will cost somewhere in the neighborhood of <br /> $200,000. <br /> ■ Machinery Cost — it is anticipated that NSR will spend roughly $5.5 Million on <br /> various machinery.
