The City Plan Commission voted 8-0-1 to recommend approval of the petition at the <br /> February 2, 2006 hearing; the Plan Commission minutes are attached. <br /> BACKGROUND: The undeveloped site contains 5.65 acres with 380 feet of frontage along <br /> North Brush College Road. Adjacent property to the north and east is zoned M-2 Heavy ' <br /> Industrial; property to the south and west is zoned for light industrial. The petitioner plans to , <br /> build a hydrochloric acid and potassium hydroxide production plant and sell its products to ADM <br /> and ship it via pipeline. Steam will be purchased from ADM for concentration of potassium 'i <br /> hydroxide. It is anticipated that NSR will invest approximately $7.5 million to develop j <br /> operations in Decatur. The company will initially hire three (3) employees with ten (10) to ' <br /> twelve (12) employees expected by June of 2006; up to fifty (50) employees will be working at I <br /> maximum plant capacity(Spring 2008).
