Marley, P.E., Engineering& Infr�struc�ture irector <br /> SUBJECT: IWnois Public Works Mutual Aid Network Agreement. <br /> SUMMARY RECOMMENDATION: The administration recommends that Council <br /> approve the Illinois Public Works Mutual Aid Network agreement and the Mayor be <br /> authorized to sign the agreement. <br /> BACKGROUND: <br /> PRIOR COUNCIL ACTION: <br /> August 20, 2007—Council received an information memorandum providing a report of <br /> staff's efforts to help organize a mutual aid network. <br /> Over the last several months, City of Decatur staff has been working with several other cities <br /> and counties in central and northern Illinois to establish a new statewide public works mutual <br /> aid program called IPWMAN (Illinois Public Works Mutual Aid Network). As Council <br /> members may be aware, Decatur's Police Department is a member of ILEAS which is an <br /> acron for Illinois Law Enforcem Al <br /> ym ent arm System, and the Fire Department is a member <br /> of MABAS which stands for Mutual Aid Box Alarm System. These two systems provide <br />, mutual aid for the police and fire departments for large events that exceed the City's capacity <br /> to respond. <br /> Extreme weather events in recent years such as the floods in 2008, ice storm during the <br /> Winter of 2006-07, and tornados that strike somewhere in Illinois every spring highlight the <br /> need to establish a public works mutual aid network. The general concept of public works <br /> mutual aid is contained in the IPWMAN Mission Statement: <br /> It is the mission of the Illinois Public Works Mutual Aid Netw�rk(IPWMAN), in the <br /> spirit of intergovernmental cooperation, to develop and maintain a statewide netw+ork <br /> of public w�rks related agencies whose principal purpose is to provide mutual aid <br /> response and recovery assistance to each other when confronted with natural or man- <br /> made emergencies and disasters. <br /> Members of IPWMAN: <br /> Any public entity that has public works responsibilities may be a member of IPWMAN. <br /> These can include city or town public works departments,township road districts, unit road <br /> Page � 1 <br /> i <br />
