Members who are in <br /> need of mutual aid assistance may request aid and assistance from other member agencies in <br /> the form of personnel, equipment, materials and/or other associated services as necessary <br /> from other public works related agencies. <br /> Benefits of IPWMAN: <br /> 1. In an emergency, members receive assistance from other members with appropriate <br /> resources. There is no cost for the first five days of assistance. <br /> 2. Provide a network of responding agencies with more diverse resources. <br /> 3. Have access to various resources for a11 areas within the state, not just limited to the areas <br /> in close proximity to the event. <br /> 4. Promote educational workshops and training to prepare agencies for emergencies and <br /> disasters <br /> 5. Have a membership agreement that provides reimbursement protocols after the first five <br /> days or if the disaster becomes eligible for FEMA or IEMA aid. <br /> 6. Have a defined operation plan that expedites the arrival of aid. <br /> 7. Have access to a list of emergency contacts. <br /> 8. Have added peace of mind knowing that your community has access to aid during time of <br /> need when local resources are overwhelmed. <br /> Key Features of IPWMAN: <br /> In the tradition of neighbor helping neighbor, the first five days of receiving aid are free. <br /> This is important because communities that need aid after a flood, tornado or other <br /> emergency event are often not able to pay the cost of outside help. The community that gives <br /> aid pays the costs of their own labor and equipment. <br /> Donors are under no obligation to respond, and may call their crews back at any time. It is <br /> possible that several neighboring communities may be hit by the same disaster, and therefore <br /> may have the same problems preventing them from giving aid. <br /> If a community receives FEMA or IEMA financial aid, costs of donor communities would be <br /> reimbursed after the first five days. The value of work donated by a neighboring community <br /> can be used as the local match for FEMA or IEMA funds. <br /> Membership fees are on a sliding scale based on population. The membership fee for <br /> Decatur is $500 per year. The fees are used to offset the cost of doing business. There are no <br /> paid staff members. <br /> IPWMAN Organization Status: <br /> 1. An interim Boazd of Directors and officers has been appointed. Interim officers include: <br /> a. Richard G. Marley, Director of Engineering and Infrastructure, Decatur <br /> b. Christopher Isbell, Stephenson County Engineer, Freeport <br /> c. Barbara Stiehl, Assistant to the Director of Public Works, Urbana <br /> d.
