' • f
COUNCIL COMMUNICATION
Decatur Fire Department Memorandum II
08-18
December 9, 2008
TO: Honorable Mayor Carrigan and City Council Members
FROM: Ryan P. McCrady, City Manager P'`'
Matthew J. Sekosky, Fire Chie
Ron Neufeld, Finance Director
SUBJECT: Purchase of Two (2)New Fire Engines from Pierce Manufacturing
SUMMARY RECOMMENDATION: The Decatur Fire Department Apparatus Committee
recommends the purchase of two new Pierce Impel pumpers from Pierce Manufacturing of
Appleton, Wisconsin. The purchase price of each vehicle is $389,698.00 for a total purchase
amount of $779,396.00. The vehicles will be purchased through the North West Municipal
Conference(NWMC).
BACKGROUND: The fire department seeks to replace two 1994 pumpers with two
new pumper/squad combination vehicles. The two new vehicles will be multi-functional with
the ability to provide full extrication capabilities from either apparatus. The department is
redistributing apparatus on January 1, 2009 in an effort to better protect the City and to extend
the life of our apparatus. The two new vehicles will allow us to provide Emergency Medical
Services from seven front line pumpers and two front line ladder trucks. Currently, two ladder
trucks provide both fire and EMS services in two geographical areas of the city. The two new
pumpers will allow ladder trucks to only respond to EMS calls when the pumper they are
stationed with is busy. This should allow a significant reduction in the wear and tear placed on
the ladder trucks which cost significantly more to purchase and maintain than the pumpers. The
vehicles being replaced are a 1994 pumper with 104,281 miles and 8,804 hours, and another
1994 with 100,261 miles and 8723 hours.
