 ' . Council Communication I
Fire Department Memo #08-18 '
The NWMC is a ou of a roximatel 35-49 northwest suburban fire d artments that I
' P PP Y eP
have evaluated and tested custom pumper units and have then bid a specification apparatus in
accordance with the State of Illinois Joint Purchasing Act. That allows other departments to i
purchase from their contract. This would be similar to a state bid. ',
We believe purchasing fire appazatus through this consortium provides a quality product, I'
competitively priced and with a quicker delivery. Generally, on a pumper, a fire department will
save$30 to $35, 000.00 per unit depending on the options and chassis chosen. There is no formal
bidding process for us to go through since that was already done. That saves us time and the
expense of having a formal bid opening, sending out pages of specifications to various vendors,
waiting 30 days for the bids and evaluating each and every bid.
POTENTIAL OBJECTION: None
STAFF REFERENCE: Matthew Sekosky, Fire Chief(424-2811)
Jeff Abbott, Deputy Fire Chief(424-2811)
Richard Marley, Engineering and Infrastructure(424-2747)
John Flanders, Fleet Supervisor(875-5718)
BUDGET/TIME IMPLICATIONS: Funding for the new vehicles would come
from the Equipment Replacement Fund (ERF). The fire department has contributed the
necessary amount over the last fifteen years towards the replacement of these vehicles. The total
amount of the requested purchase is $779,396.00. The cost of the apparatus would increase to
$829,596.00 if purchased after January 1, 2009. This increase is due to meeting new NFPA
standards that take effect January l, 2009 and Pierce's yearly price increase that took effect
October 15' of 2008. We are currently locked into the Pierce quote that allows us to purchase
these apparatus at the pre October rate.
The apparatus will probably not be completed and in-service until July or August of
2009.
