McCrady, City Manager Y . '
Richard G. Marley, P.E., Director of Engineering& fras ructure
SUBJECT: Intergovernmental Cooperation Agreement between the Sanitary District of
Decatur and the City of Decatur, City Project 08-25
INTRODUCTION:
It is recommended that the City Council approve the attached resolution authorizing an
Intergovernmental Cooperation Agreement between the City of Decatur and the Sanitary District
of Decatur(SDD)to replace the City's sanitary sewer pump station located behind the Rural
King Shopping Center on the east side of the city, and that the Mayor be authorized to execute
the agreement and the City Clerk to attest. The agreement authorizes the City to reimburse the
SDD for design and construction costs up to $138,000.
BACKGROUND:
Prior Council Action:
July 1, 2002—Council approved Resolution R2002-122 authorizing the City to enter into an
agreement with the Sanitary District of Decatur for the Maintenance of Certain City of Decatur
Pump Stations for a yearly amount of$47,733.28 plus material and overtime costs.
Pump Stations Owned by the City
The City owns 19 sanitary sewer pump stations (sometimes referred to as lift stations) at various
locations throughout the City. In portions of the City, it is not possible to have waste water drain
by gravity alone and it must be pumped to a higher elevation to allow it to drain into the City's
sanitary sewer system.
The City owns a sanitary sewer pump station located behind the Rural King building on the east
side of the City named the K-Mart Pumping Station after the business that operated there for
years. This station serves the businesses and shopping centers along Route 121 south of Route
36, including Airport Plaza, Wal-Mart, Rural King, etc. The pump station has been rebuilt over
the years and modified to increase its capacity to meet the needs of the developing area. The
station is old and unsafe for maintenance crews to service due to its extremely confined design.
The station needs to be replaced to erisure its continuing reliability to safely serve the businesses
and future development in that portion of the City.
Page 1
