Overview <br /> In early 2006, the City Council authorized the prepazation of a new City map based on <br /> Geographical Information System software as a way of managing, analyzing and displaying the <br /> information the City has on its infrastructure and on the community as a whole. The GIS map <br /> will be connected to the City's digital document management system as a way to tie information <br /> to addresses or locations. The infrastructure portion of the map includes mapping the sanitary <br /> and storm sewers that serve the City and adding in all o f the information the City has on the <br /> systems. An accurate map of the City's sanitary and storm sewer infrastructure is a crucial <br /> foundation to the preparation of the sanitary sewer and storm water master plans currently <br /> underway. <br /> Current Project Status <br /> At the April 7, 2008, meeting of the City Council, staffproposed an increase to the annual <br /> televising project authorization from the normal$250,000 allocation to $400,000. The increased <br /> funding was proposed to enable a significant increase in manhole and sewer main inspections <br /> necessary to assure the accuracy of the line maps being prepazed by EIU along with inspecting a <br /> portion of the large diameter critical sewers owned by the City. <br /> To date,over 75,000 lineal feet of large diameter sewers have been inspected. This data is still <br /> being reviewed. A brief report from TSI has been included herein for Council's information. <br />' GIS Map Preparation <br /> The mapping and review work is proceeding on track to be completed by mid summer. A major <br /> component of the map review has been provided by TSI in their ability to televise pipes to <br /> deternune their location and clear up many areas of confusion related to the location of the City's <br /> sewer system The current City sewer maps were originally prepared in the 1930's with various <br /> improvements over the years and have been found to be very inaccurate in some instances. As <br /> the new map is put together,the investigations provided by TSI and the map quality review <br /> provided by BGM have been crucial to assuring accuracy and clearing up longstanding problems <br /> with the old map. A letter regarding the mapping process is included herein. <br /> To date, approximately 20% of the sanitary and storm sewer infrastructure map has been <br /> completed. The investigations necessary to continue producing an accurate map are outpacing <br /> the needed funding estimated in the original authorization. Approximately$130,000 in <br /> authorized funding remains in the televised inspection project,the remaining funding needs to be <br /> reserved for emergency inspections and to review the sewers under the streets proposed for <br /> reconstruction in 2009. An additional$160,000 is proposed for televised inspections to enable <br /> the map preparation to continue to move forward. It must be reiterated that the original funding <br /> proposal was an estimate of the investigation work needed to assure an accurate map. Without <br /> adequate funding, the map preparation will slow considerably or stop and the accuracy will <br /> decrease significantly. <br /> POTENTIAL OBJECTION: There are no known objections to this resolution. <br /> Page�2 <br />
