• Task 3 is to finalize the plan including all associated documents. A booklet will be produced <br /> with all plans, text, reports, etc. If necessary, a review meeting with IDNR will be held and <br /> IDNR will review internally. <br /> • The remaining tasks in the scope of work will complete plans, assist during bidding and <br /> provide intermittent construction observation. <br /> The results of tasks 1, 2, and 3 will form the basis of an inter-governmental agreement between <br /> IDNR and the City of Decatur. The inter-governmental agreement will define rights and <br /> responsibilities ofboth parties. This agreement must be finalized before a project can be <br /> constructed. <br /> POTENTIAL OBJECTION: There are no known objections to this request. <br /> INPUT FROM OTHER SOURCES: <br /> Harold Hassen, Ph.D., Archaeologist, Illinois Department ofNatural Resources <br /> Louis Yockey, ASLA, Land Planner, Illinois Department of Natural Resources. <br /> R. Lee Slider, retired Macon County Conservation District Historic Sites Interpreter and current <br /> Historic Sites Commission Member <br /> Sue Massie, Company President, Massie, Massie &Associates, Inc. <br /> Floyd Mansberger, Archaeologist and Owner, Fever River Research. <br /> Phil Hazenfield, Partner, Homer L. Chastain &Associates. <br /> STAFF REFERENCE: Richard G. Marley, Director of Engineering & Infrastructure and Kim <br /> Bauer, Lincoln Heritage Development Director. Both will be in attendance at the City Council <br /> meeting to answer questions on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> 1. Budget Impact: Funding for this work is for a fee not to exceed $100,000. Funds to pay this <br /> cost are available in the Looking for Lincoln fund. <br /> 2. Stafting Impact: Stafftime has been allocated for managing this project. The design firm <br /> will provide intermittent construction observation. City staffwill provide full time <br /> construction observation during critical periods of construction. The plans and specifications <br /> for the repair work should be completed by late Spring 2009. Bids should be received in <br /> May 2009, with Council approval of a construction contract to follow in June, 2009.
