Glenn Architects Inc., Harvard, IL. <br /> The proposals were reviewed by the Lincoln Heritage Development Director and the Director of <br /> Engineering and Infrastructure. Three firms were eliminated from further consideration. One <br /> firm was unable to meet the City's time schedule, a second firm did not provide sufficient <br /> information to demonstrate knowledge or experience in this type of work, and a third firm's <br /> proposed budget would have consumed half of the total project budget. The remaining two firms, <br /> Massie, Massie &Associates and RATIO Architects were invited for interviews. <br /> Design Consultant Interviews. <br /> Interviews were held on October 2, 2008. City staff was assisted on the interview panel by Mr. <br /> R. Lee Slider, retired Macon County Conservation District Historic Sites Interpreter and current <br /> Historic Sites Commission member. <br /> During the interviews, it became apparent that Massie, &Massie & Associates had assembled a <br /> superior design team. Of particular importance, the design team included Floyd Mansberger, <br /> principle and owner of fever river Research, a historical, architectural and archaeological <br /> research firm. In particular, Mr. Mansberger has extensive recent experience working with IDNR <br /> staffon Lincoln heritage sites in Springfield, Illinois. Mr. Mansberger's resume is attached to <br /> this report. The Massie & Massie team also included Chastain and Associates for site civil <br /> engineering work. <br /> Scope of Work Negotiations. <br /> On October 29, 2008, staffmet with the consultant team to define the details of the scope of <br /> work. In addition, Harold Hassen and Louis Yocky, both of the Illinois Department of Natural <br /> Resources participated in scope of work discussions. As a result of these discussions, the scope <br /> of work was modified to meet the expectations of IDNR. <br /> • Task 1 is to perform field archaeology to locate if possible the site of the original cabin, <br /> develop a preliminary master plan for the project site and devise a preliminary master plan <br /> for the entire Park. The work will be presented and discussed at a review meeting and IDNR <br /> will review internally. <br /> • Task 2 involves archaeology of the proposed location of the reproduction cabin and a field <br /> survey for topography and site features. Exact locations, orientations, systems, products and <br /> materials will be identified. Graphics and other materials will be prepared for the public <br /> meeting. The work will be presented and discussed at a review meeting and IDNR will <br /> review internally. A public meeting will be held. <br /> Page � 2 <br />
