Marley, P.E., Engineering& In rastructure Di <br /> RE: Downtown Bird Control <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by City staff that the City Council approve the attached resolution <br /> authorizing the Mayor to execute an agreement between the City and Soules Bird <br /> Repellent Company for the control of birds in downtown Decatur. <br /> PRIOR COUNCIL ACTION: <br /> • September 30, 2002—City Council approved Resolution R2002-188, authorizing <br /> Agreement with Soules Bird Repellent Company of Decatur, Illinois, for Bird Control <br /> Services in the Central Business District for a period ending September 30, 2005. <br /> • September 6, 2005 —City Council approved Resolution R2005-120 authorizing <br /> Agreement with Soules Bird Repellent Company of Decatur, Illinois, for Bird Control <br /> in the Central Business District for a period ending September 30, 2008. <br /> BACKGROUND: <br /> The Soules Bird Repellent Company is a local, family owned and operated business that <br /> has provided bird control service to the City of Decatur since 1942. The current owner of <br /> the business, James Soules, is the third generation of his family to provide the service. <br /> The City's current 3-year agreement with the Soules Bird Repellent Company expired on <br /> September 30, 2008. This agreement provides for the control of birds in the City's <br /> downtown area. The downtown area covered by the agreements is bounded by Cerro <br /> Gordo on the north, Church Street on the west, Wood Street on the south and Franklin <br /> Street on the east. The purpose of controlling the birds is to minimize the health related <br /> problems, cleanup costs and nuisances associated with high numbers of birds flocking or <br /> roosting in the area. <br /> City Staff has met with Mr. James Soules to discuss a new agreement for these services. <br /> A new 3-year agreement (copy attached) has been agreed to between staff and Mr. <br />
