,� , .. <br /> A More Cost Effective Approach: <br /> Following the most recent Council action, the plans were reviewed by the Illinois Department of <br /> Transportation(IDOT) Bridge Office in Springfield. Following this review, BWC and City staff <br /> met with IDOT and discussed further options for rehabilitating the bridge. BWC's research, with <br /> input from IDOT, has determined that improved technologies available for foundation design <br /> would enable a more cost effective approach in replacing the two deteriorated piers on the <br /> structure. The initial design relied heavily on steel, which has skyrocketed in cost. Whereas a <br /> proposed design utilizes more concrete which is a much cheaper alternative. The costs savings <br /> could be in the neighborhood of 20% in a project that is currently estimated to be around $1.1 <br /> million. <br /> Propose Motor Fuel Tax Funding: <br /> Staff has deternuned that funding this size of a project through the General Capital budget will <br /> be difficult with the current financial obligations in the fund. A better option would appear to be <br /> to use all or partial Motor Fuel Tax(MFT) funding. This fund has a better cash flow and will <br /> increase IDOT's involvement, bringing with it their significant bridge rehabilitation experience. <br /> The current capital improvement plan will be altered to move some planned traffic signal work <br /> from the MFT Fund into the General Capital Fund to free up additional funding. The 2009 street <br /> work using MFT funds may need to be reduced to make room for this project. <br /> Engineering Services Agreement: <br /> To perform the design work necessary to meet MFT requirements and perform the structural <br /> design necessary for the more efficient construction approach, BWC has proposed an additional <br /> fee of$24,000 be added to the $15,000 fee approved in August. This results in a total design fee <br /> of$39,000. <br /> POTENTIAL OBJECTION: There are no�known objections to this request. <br /> INPUT FROM OTHER SOURCES: Illinois Department of Transportation <br /> Blank, Wesselink, Cook &Associates, Inc. <br /> STAFF REFERENCE: Richard G.
