COUNCIL COMMUNICATION FORM <br /> PURCHASING & INTERNAL SERVICES MEMORANDUM <br /> #08-58 <br /> October l, 2008 <br /> TO: Honorable Mayor Carrigan and City Council <br /> FROM: John Smith, Interim City Manager <br /> Ron Neufeld, Financial Management Director <br /> Deborah M. Perry, Purchasing Supervisor <br /> SUBJECT: Purchase of Police Vehicle <br /> SUMMARY RECOMMENDATION: Staff recommends awarding contract to Miles <br /> Chevrolet to furnish one (1) 2008 Chevrolet Impala police pursuit vehicle. <br /> BACKGROUND: This vehicle will be used by the Police Department. It will replace a 2007 <br /> Ford Crown Victoria that was totaled in a crash. <br /> Miles Chevrolet has one black pursuit vehicle in their inventory with specifications the same as <br /> ours. By purchasing the vehicle now from Miles, the Police Department will not have to operate <br /> without one, since it will be several months before the next purchase of police vehicles. <br /> Purchasing a 2008 model will avoid probable price increases expected for the 2009 models. <br /> Additional background information concerning the vehicle transaction: <br /> • The mileage on the totaled car, vehicle #811, was 71,527. <br /> • The self insurance fund will reimburse the Equipment Replacement Fund approximately <br /> $6,200 for the value of the vehicle prior to the crash. Under the equipment replacement <br /> policy, $20,965 had already been deposited in the equipment replacement fund for the <br /> future replacement of vehicle #811. The actual purchase price is $19,845.91 leaving a <br /> $1,120 balance in the Equipment Replacement Fund for this vehicle. Additionally, the <br /> insurance payment will be returned to the ERF. <br /> • Fleet maintenance staff will remove the transmission from the totaled vehicle and install <br /> it in police vehicle #823 to replace a failed transmission. Vehicle #823 is assigned to <br /> light duty and is being used by a liaison officer at one of the school. <br /> • The totaled vehicle will be sold for salvage. Removing the wrecked car may reduce the <br /> salvage value slightly, but the City will still obtain a savings over the cost of purchasing a <br /> rebuilt transmission for vehicle#823. <br />
